Criteria No.1-It does grant special conditions and <br />to a retention area and would have no other property available to <br />being allowed to encroach in to that 15' encroachment. <br />2. Criteria NO.2 - Conditions not created by the <br />conditions in being able to go upstairs and to move <br />meet criteria no. 2. <br />3. Criteria NO.3 - Meets as stated by the <br />4.
