Standards, National Pollutant Discharge Elimination System (NPDES)
permits, and TMDLs. These three areas were discussed as an
overview on how they affect the Lake Jesup watershed. Items discussed
are listed below:

1. Water Quality Standards and Florida's classification
system. The vast majority of Florida's water bodies
are classified as Class 3-fishable and swimmable.
Due to with FL's classification system, the
FSA Stormwater Association) has petitioned
FDEP (Florida Department of Environmental
Protection) to review and make possible changes to
the current classification system, especially with
regard common practice of classifying
urban ditches as Class 3, requiring them to meet the
same standards as recreational lakes.

NPDES and Point sources Point sources of pollution
include pipes other conveyances that discharge
water (stormwater, treated wastewater, etc.) to a lake
or river Dr. gave an example of
Howell and the effects of it after the
implementation the Water Act. A "point
source" is an element regulated under NPDES. The
City is classified as an MS4 (Municipal
Separate Sewer System) owner, which
commonly means that stormwater and sewer
mains are separate. the sake of NPDES
regulations, stormwater is treated as a point source.
Also, is a co-permittee of a master NPDES
permit with Seminole The City must submit
annual reports to FDEP to satisfy the NPDES permit.

3. TMDL is a measure maximum amount of
nutrient or pollutant (daily) that a lake can handle
and still the class three (3) status-"fishable
and swimmable". If the water body fails to meet the
classification status, it will declared as "impaired".
Once a water is declared impaired, a plan has
to be assembled in order to address how to bring the
lake back to class three status. Lake Jesup is
currently an impaired and all jurisdictions
affecting this lake's status must develop and
implement a plan to reduce the pollutant loads that
ultimately this After the TMDL was
established for Lake Jesup FDEP a few years

:2
