<br />Community Redevelopment Agency <br />May 8. 2009 <br />Page 2 018 <br /> <br />Third Item of Business: Auditors Report . <br /> <br />Sekaert and <br /> <br />Mr. Jim Burdick, Cherry, Bekaert and Holland distributed and reviewed the <br /> <br />dated May 6, 2009 to the <br /> <br />Members of the Community Redevelopment Agency (CRA) (a copy is attached and made a part of the minutes). <br /> <br />Jones and Mr. Trueba arrived at the meeting at 9:09 a.m. Mr. Burdick also reviewed Community Redevelopment <br /> <br />Agency Financial Statements for year ended September 30, 2008 that was included in the <br /> <br />packet (a copy is <br /> <br />on file in the Community Development Department). <br /> <br />Mr. Daigle made a motion to approve the audit for year ending September 30, 2008. Mr. McGregor <br /> <br />seconded the motion. The motion passed unanimously by voice vote. <br /> <br />Fourth Item of Business: Finance Report <br /> <br />Ms. Rebecca Bowman, Sr. Accountant, reviewed the CRA Finance Report for month ending March , 2009 <br /> <br />(a copy is on file in the Community Development Department). Ms. Bowman also reviewed the Seminole <br /> <br />Property Appraisers 2008 Final Certification of Taxable Value and Increment Value dated March 31, 2009 that was <br /> <br />distributed to the Board (a copy is attached and made a part of the minutes). <br /> <br />Ms. Bowman explained that in December the City remits monies based on the initial valuation of the <br /> <br />properties in the Community Redevelopment District (CRD). She stated that the final values were released in <br /> <br />2009 which resulted in a reduction in property values; therefore, the CRA must repay the City of Casselberry $8,700 <br /> <br />and $8,000 to Seminole County. <br /> <br />Ms. Bowman announced that the Property Appraiser for Seminole County will be at the City Commission <br /> <br />Workshop on May 11, 2009 at 6:00 p.m. to address the issues with the change in the property values. <br /> <br />Fifth Item of Business: CRA Annual Capital Budget <br />- Art items for new budget - Branding and entrance features for new park area. <br />Ornamental Street Signage, Wayfaring, and identification Signage <br />Master Corridor Planning Study (US17.92 & SR436) - prelude to new Redevelopment <br />Plan and (Commuter Rail) <br />Arts Cottage Area conceptual plan <br />Roadway Connectors. Live Oaks Blvd. (private), Lemon Lane., By-pass alternatives <br />(US17.92 - SR436), etc. <br /> <br />Mr. Paradise distributed and reviewed the proposed 5-Year Capita! Improvement Plan (a copy is attached <br /> <br />and made a part of the minutes). Mr. Paradise stated this is an initial review of the 2010 Capital Improvement Budget <br />
