Community Redevelopment Agency
March 13.2009 Workshop

of the CRA. A general discussion ensued regarding extending the term of the CRA beyond the 2015 sunset

date and updating the City's CRA master plan.

Mr. Paradise announced that Commissioner Solomon was elected as Vice Chairman of the

Seminole County RPA for the 17-92 corridor.

Mr. Paradise said a copy of the staff report that was presented to the Planning and Zoning

Commission outlining the background on the new zonings was distributed to the Board members (a copy is

on file in the Community Development Department). He said the CRA needs to move forward with the

Redevelopment Plan and to work with the Seminole County RPA. He said that Altamonte Springs is

working on their Transportation Oriented Development (TOD). Mr. Paradise said that the City had

discussions with Altamonte Springs to extend the TOD to the intersection of US Highway 17-92 and State

Road 436. He said that could provide the same standards with Altamonte Springs along State Road 436 as

the City is doing with Seminole County along the US Highway 17-92 corridor.

Mr. Paradise distributed and reviewed a list of available properties located in the Community

Redevelopment District (CRD) (a copy is attached and made a part of the minutes). A general discussion

ensued regarding the status of the Black's Automotive site, the Mason Lodge, and the Target outparcels.

Mr. Paradise explained the eminent domain criteria for public purposes.

Mr. Paradise said there is currently a bid out for continuing planning services. He said this will

allow the City to utilize planning firms on an hourly basis and it would eliminate the need to bid individual

projects. He said updating the Redevelopment Plan and the Design Standards is needed.

A general discussion ensued regarding the transportation grid analysis. Mr. Daigle requested

specific information regarding the parcels that were included in the handout distributed at the meeting. A

general discussion ensued regarding the purchase of 110 Quail Pond. Mr. Paradise distributed and

reviewed the CRD with the Town Center District Overlay and a map showing the new zoning districts in the

CRD (a copy is attached and made a part of the minutes).

A general discussion ensued regarding the status of the Barnhill and the Bank of America site. In

response to the Board's question, Mr. Paradise said that the City received a letter from Century Retail
