<br />tree removal and the installation of turbidity barriers into lake Concord. Major <br />construction of the park should begin in upcoming weeks. The City has plans to <br />invite the University of Central Florida Stormwater Academy to participate in <br />educational and possible research activities relating specifically to the baffle box <br />element of the park. <br /> <br />Mr. Demurat inquired about permitting issues. Issues included the width of the <br />boardwalk, the need for additional planting, and signage requirements. Mr. Torres <br />advised the Board that all issues were resolved with the St. Johns River Water <br />Management District and permits have since been issued. The project is expected to <br />begin mid-February and last for approximately 8 months. However, the City <br />anticipates the project will be completed in less time as many of the components <br />are underground structures. <br /> <br />There will be two baffle boxes-one to treat properties west of US Hwy. 17-92 and <br />one (in the park) will treat areas within the vicinity of the park. Both baffle boxes <br />will treat stormwater prior to discharging into lake Concord. <br /> <br />A question was also raised about the possibility of a City of Casselberry Water Fowl <br />Plan. Mr. Torres advised that the City currently does not have a detailed plan in <br />place to address water fowl. However, the lake Management Guide recently <br />drafted will help to address this topic. <br /> <br />Ms. Miller inquired about the lake Concord Plaza (Cabaret site) and if the Oty had <br />plans to purchase it as part of the City Center project. Mr. Torres responded by <br />advising the Board that the lake Concord Plaza is owned by the City; however, <br />there is a narrow strip adjacent to this property (Black's Automotive) that is not and <br />it is currently for sale by the owner. Mr. Torres was also asked if the City had any <br />plans to purchase the parcel. Mr. Torres mentioned that the City would like to <br />purchase it; however, the selling price is significantly higher than the appraised <br />value. <br /> <br />B. Educational Letter and Workshop Planning for Lakefront Properties: Mr. <br />Torres reviewed the lake Management Guide and expressed "kudos" to the LMAB <br />for developing a comprehensive guide that addresses key elements to better <br />manage lakes. Minor edits include: <br /> <br />1) Adding the year "2008" when referencing the Tropical Storm Fay event <br />(Flood Plain & Flood Insurance, paragraph 1, p.5) <br /> <br />(Mr. Torres gave a brief overview of the erosion control projects resulting <br />from Tropical Storm Fay and the funding mechanism. A brief discussion <br />ensued regarding the notification of lakefront owners of a project impacting <br />their lakes, specifically the Gee Creek Weir project that affected residents of <br />Lake Kathryn) <br /> <br />2) Inserting the word "as" (Boating, Blueway Trail System, and No <br />Wake Zones, paragraph 2, p.6) <br /> <br />3) Including a listed point of contact for reporting violations <br /> <br />2 <br />
