areas within the city; 6) Submit annually to the city council, not less than ninety (90) days prior to the beginning of the budget year, a list of recommended capital improvements which in the opinion of the board are necessary or desirable to be constructed during the forth- coming five-year period, together with methods of financing. Such list shall be arranged in order to preference, with recommendations as to which projects shall be constructed in which year; 7) Promote public interest in and under- standing of the master plan and of planning, zoning, and slum clearance; 8) Recommend plans for the replanning, improvement and redevelopment of neighbor- hoods; 9) Recommend plans for the replanning, re- construction or redevelopment of any area or district which may be destroyed in whole or in part or seriously damaged by fire, earth- quake, flood or other disaster; 10) Require information which shall be fur- nished within a reasonable time from the other departments of the city government in relation to planning matters; 11) Within its budget appropriation, and subject to the approval of the council, con- tract with city planners and other consult- ants for such services as it may require; 12) Request additional assistance for special survey work from the city council, which may at its discretion assign the staff of any administrative department to the board, or direct such department to make special studies requested by the board; 13) In the performance of its functions, enter upon any land and make examinations and surveys and place and maintain necessary monuments and markers thereon. 14) Work in conjunction with other municipal, county, state and federal agencies in joint planning endeavors. -3-
