<br />Planning & Zoning Commissionl <br />Local Planning Agency <br />March 11, 2009 <br />Page 2 <br /> <br />Fourth Item of Business: ZB 08-02: Maior Thoroughfare Mixed Use (MTMU) Zoning District. Amendments to <br />various sections within the Unified Land Development Regulations to incorporate new zoning district criteria <br />consistent with the new MTMU future land use category. <br /> <br />Ms. Sandra Smith, Chief Planner, reviewed the information provided in her memorandum dated 3, <br /> <br />2009, to the City of Casselberry Planning and Zoning Commission (a <br /> <br />is on file in the Community Development <br /> <br />Department). Ms. Smith distributed and reviewed Table 2-5.3: Land Use by District and Table 2-5.4: Size and <br /> <br />Dimension (copies are attached and made a part of the minutes). Ms. Smith requested the Planning and Zoning <br /> <br />Commission provide a favorable recommendation to the City Commission regarding the proposed amendments. <br /> <br />A general discussion ensued regarding building height specifications. Ms. Smith stated specific <br /> <br />criteria would be provided for both zoning districts at a later date. <br /> <br />Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition <br /> <br />to, the request. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. <br /> <br />Casselberry expressed a concern that the City did not have the necessary fire equipment to service the <br /> <br />building height. Mr. Casselberry recommended leaving the current densities until someone requests an increase <br /> <br />based on their building plan. Mr. Casselberry felt we were in an overbuilt market. He felt that the <br /> <br />devaluation is based on the extremely high density of condominiums. Mr. Casselberry said it may theoretically <br /> <br />increase the value of some properties but didn't think you would get buildings from an increase in density. <br /> <br />A brief discussion ensued regarding the broad term "planned mixed used" districts. Mr. Parkhurst <br /> <br /> <br />a motion to address ZB 08-02. Ms. Hyde recommended approval of ZB 08-02. Mr. Aramendia seconded <br /> <br />motion. <br /> <br />Ms. Hyde amended her motion to recommend approval to the City Commission to accept ZB 08-02 with <br /> <br />change to Section 7 for the PMX designation. Mr. Aramendia seconded the <br /> <br />Ms. Hyde amended her motion to address the change to the planned mixed use designation throughout <br /> <br />City Code as appropriate.
