Amendments to
various sections within the Unified Land Development Regulations to incorporate new zoning district criteria
consistent with the new MTMU future land use category.

Ms. Sandra Smith, Chief Planner, reviewed the information provided in her memorandum dated 3,

2009, to the City of Casselberry Planning and Zoning Commission (a

is on file in the Community Development

Department). Ms. Smith distributed and reviewed Table 2-5.3: Land Use by District and Table 2-5.4: Size and

Dimension (copies are attached and made a part of the minutes). Ms. Smith stated specific

criteria would be provided for both zoning districts at a later date.

Mr. Parkhurst asked if there was anyone in the audience who wished to speak in favor of, or in opposition

to, the request. Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr.

Casselberry expressed a concern that the City did not have the necessary fire equipment to service the

building height. Mr. Casselberry recommended leaving the current densities until someone requests an increase

based on their building plan. Mr. Casselberry felt we were in an overbuilt market. He felt that the

devaluation is based on the extremely high density of condominiums. Mr. Casselberry said it may theoretically

increase the value of some properties but didn't think you would get buildings from an increase in density.

A brief discussion ensued regarding the broad term "planned mixed used" districts. Mr. Parkhurst

a motion to address ZB 08-02. Ms. Hyde recommended approval of ZB 08-02. Mr. Aramendia seconded

motion.

Ms. Hyde amended her motion to recommend approval to the City Commission to accept ZB 08-02 with

change to Section 7 for the PMX designation.
