<br />Planning & Zoning Commission/ <br />Local Planning Agency <br />February i 1 , 2009 <br />Page 2 <br /> <br />Third Item of Business: Approval of Minutes for the public meeting held on January 28, 2009. <br /> <br />Mr. Parkhurst stated the Chair was open for a motion on the approval of minutes for the public meeting held <br /> <br />on Wednesday, January 28, 2009. Mr. Aramendia moved to accept the January 28, 2009 minutes. Mr. Van Meter <br /> <br />seconded the motion. The motion passed unanimously voice vote. <br /> <br />Fourth Item of Business: SPR 08-24: Casselberry Exchange (Eckerd building). Major site pian review for site <br />and building modifications for proposed improvements to the vacant Eckerd building in the Casselberry <br />Exchange shopping center. Property located at 5803 US Hwy 17-92, Casselberry, Florida. <br /> <br />Mr. Charles Senzee, Planner, reviewed the information provided in his memorandum dated February 5, <br /> <br />2009, to the Planning and Zoning Commission (a copy is on file in the Community Development Department). <br /> <br />Senzee reviewed a PowerPoint presentation of the site (a copy is attached and made a part of the minutes). Mr. <br /> <br />Senzee said if the Planning and Zoning Commission choose to approve SPR 08-24 for the proposed <br /> <br /> <br />building modifications to the existing Eckerd structure located within Casselberry Exchange at 5803 Highway 1 <br /> <br />the approval should be based upon the site plan dated January 22, 2009, the findings of fact and conclusions of <br /> <br />staff report dated February 6, 2009 and the conditions outlined in the staff report which were: <br /> <br />1. Approval of the following site plan modification request: <br />· All eight (8) new parking spaces may be installed at 9' x 18'. <br />2. The applicant shall provide the following corrections to the plan prior to submitting for or <br />building permits: <br />· The impervious area calculations shown within the "Lease Area Data" and "Casselberry <br />Lot 2 - Area Data" tables shall be corrected to accurately reflect the existing and proposed <br />conditions. <br />· The landscape specifications shown on Sheet L-1 shall be modified to show that all trees are <br />providing six feet of clear trunk. <br />· The landscape specifications shown on Sheet L-1 shall be modified to replace "cal" with "DBH". <br />3. The applicant shall ensure that all materials shown on the approved 1999 landscape plans (Exhibit <br />are restored as shown on the plans. The property shall pass landscaping and irrigation inspections <br />prior to completion of the project or issuance of a Certificate of Occupancy. <br />4. The applicant shall coordinate with Community Development Staff in order to revise the proposed <br />lighting and photometric plan. A revised lighting and photometric plan shall be submitted which <br />complies with Chapter 3, Article X, Section 3-10.2 (6), of the Land Development Regulations prior to <br />site or building permit issuance. The property shall pass a photometric inspection prior to issuance of a <br />Certificate of Occupancy. <br />5. The project shall conform to all elements of the CRD's Urban Design Standards. The project must <br />reviewed and approved by the Community Redevelopment Agency prior to issuance of building <br />permits. <br />6. The site plan will be reviewed by the City's contracted Building Official prior to permit issuance. <br />Building Official has the authority to enforce and interpret the Florida codes regarding handicap <br />accessibility. If necessary, the parking layout shall be modified to comply with current Florida <br />accessibility regulations as determined by the City's acting Building Official. <br />
