The Phase III portion of the trail which goes around the golf course is scheduled to be funded by
the FDOT in 2014. Since the City is "shovel ready" with Phase II and Phase III being designed
at the same time, the FDOT will move the project out of design and into the work program. This
may result in funding a lot sooner, with Phase I & III construction possibly beginning next year.

Phyllis Sheppard asked what projects were planned after the bike trail and Concord Park is
completed. Mr. Cruz said that he'd like to improve and renovate some of the parks, especially
Dew Drop. Liz Torres commented that the south end of the City needs a park. Mr. Cruz said he
was open to suggestions by the Board for future projects.

Manager's Report:
. Jazz Concert- February 21 st trom 6-9pm in the field across from City Hall.

. Seminola Park Concept Update- The City is looking into the feasibility of purchasing
the properties. A scaled down version of the original plan may be built. The park would
still include an exercise trail and pavilion.

June Herron asked about the grant that Mr. Cruz had planned on applying for acquisition
of the property. Mr. Cruz replied that the City didn't have enough points to qualify.

Both the Catholic Church and Habitat for Humanity are eager to sell their properties. Mr.
Cruz will be meeting with the church next week.

. Little League- Opening day is Saturday, February 21 st.

Board Member Comments
June Herron asked about the status of the Masonic Lodge that was burned. Mr. Cruz replied that
they want to keep the property and plan to build there in the future. Ms. HelTon also asked if
there had been any damage to the landscaping since the cold weather. Mr. Cruz replied that
some of the plants in Veteran's Park were damaged, but he'll have to wait to see if they recover.
Some plants may need to be replaced.

Audience Participation:
Mr. John Casselberry commented on the bike trail master plan. He would like to see the trail go
on the north side of the school instead of deep behind the school. He believes that this
alternative would cover the same distance and save money. Mr. Cruz replied that it is too late to
get an agreement from St. John's River Management to change this portion of the trail. The
plans are set and at this point will not be changed.

Adiournment:
Butch Spence made a motion to adjourn the meeting. Meeting adjourned at 8:05 pm.

Alicia Kardell
Recording Secretary

Next meeting: March 10, 2009
3
