<br /> <br />CASSELBERRY PARKS & RECREATION ADVISORY BOARD <br />Parks & Recreation Administration Office <br /> <br />125 E. Melody Lane, Casselberry, FL 32707 <br />A regular meeting of the Parks & Recreation Department was held Tuesday, March 13, 2007. At <br />Fire Station 21 on Seminola, Phyllis Sheppard called the meeting to order at 7:00 p.m. <br /> <br />Board Members Present <br />: <br />Phyllis Sheppard, Liz Torres, June Herron, and Marianne Kappel <br /> <br />Board Member Absent: <br />Butch Spence <br /> <br />Staff Present <br />: <br />Matt Fortini (Parks & Recreation Director), Maria Simmons (Sr. Staff Assistant), Luis Cruz <br />(Facility Supervisor), Julie Dross (Special Events Coordinator), and Erin Myers (Adult & Youth <br />Program Coordinator). <br /> <br />Audience Present: <br /> <br />John Casselberry <br />Tom Brand <br /> <br />Approval of Minutes <br />: <br />th <br />Marianne Kappel made a motion to accept the February 13minutes. Liz Torres seconded the <br />motion. The motion carried unanimously 4-0. <br /> <br />Audience Participation: <br />Mr. Tom Brand introduced himself and addressed the Board requesting a change in the Parks <br />Rules and Regulations to allow metal detectors in all parks. Mr. Brand feels this is a hobby that <br />will allow many residents and other friends from his club spend time together. He expressed that <br />all metal detector aficionados as very responsible and will take care of any digging after finding <br />any metals. <br /> <br />Phyllis Sheppard explained that the reason for not allowing it in any of the parks is because <br />unfortunately not everyone is responsible to cover up the holes. And there is no control between <br />a kid that just got a metal detector and someone like Mr. Brand that is responsible. <br /> <br />Marianne Kappel felt that parks should be use by everyone and this is a legitimate hobby. <br /> <br />June Herron seconded Marianne’s opinion. <br /> <br />Liz Torres asked Mr. Fortini about other city policies; Mr. Fortini explained that some cities <br />don’t address this issue and others like the City of Orlando does not permit any kind of digging. <br />Mr. Fortini also mentioned that the City of Casselberry at this time does not have enough staff to <br />be able to keep up with fixing any extra damage in the parks, and even though he agreed that a <br />responsible metal detector individual will take care of any digging made, others will not. <br /> <br />Liz Torres at this time asked for a vote of the Board members, Marianne Kappel and June Herron <br />voted to change the rules and regulations, Phyllis Sheppard and Liz Torres voted against it. At <br />th <br />this time this issue was tabled for the April 10 meeting when Butch Spence is back and a vote <br />can be taken again. <br /> <br /> <br /> <br />
