<br />CASSELBERRY CITY COMMISSION AND COMMUNITY REDEVELOPMENT AGENCY <br />Minutes of September 30, 2008 - Special Joint Meeting <br />Page 2 ofS <br /> <br />2. INTRODUCTION AND BACKGROUND OF CURRENT CITY <br />CENTER PROJECT <br /> <br />The following individuals were introduced as part of the current City Center Project team: Mr. Gerald <br />Paradise, Community Development Director; Mr. Mark Giselar, Assistant Public Works Director; Ms. <br />Pamela Lynch, Economic Development Coordinator; Mr. Ed Torres, Public Works Director; Mr. Randy <br />Newlon, Finance Director; Mr. Chris Ralph, Century Retail Vice President of Leasing Operations; Mr. <br />Braxton Bone, Century Retail Vice President of Development Operations; Mr. Jed Downs, President of <br />Cuhaci & Peterson; Mr. Jay Brown, Cuhaci & Peterson Senior Landscape Architect; and Mr. Norberto <br />Campos, Cuhaci & Peterson Vice President of Design. <br /> <br />Mr. Gerald Paradise, Community Development Director, gave an overview of the history of the City Center <br />Project. The Steering Committee was established in March 2007 and has continued to meet periodically, <br />with the last meeting occurring on September 15, 2008. Mr. Paradise noted the Memorandum of <br />Understanding with Century Retail has been extended to October 31, 2008 and staff continues to negotiate <br />with Century Retail. <br /> <br />3. PROJECT UPDATE <br /> <br />Mr. Mark Giselar, Assistant Public Works Director, Mr. Pamela Lynch, Economic Development Coordinator, <br />and Mr. Paradise provided an overview of the following goals for the project: Creating a main street and a <br />unique town center identity; transportation connectivity which is bicyele and pedestrian friendly; inclusion <br />of art and cultural components; providing for mixed use activity to live, work and play; connectivity to the <br />City Hall Complex, Lake Concord Park (Anniversary Park), and the Community United Methodist Church; <br />providing a venue for public gatherings; and constructing a development that is respectful of the surrounding <br />residential communities and the environment. Information on the site environmental and economic <br />development challenges was also provided. <br /> <br />Mr. Chris Ralph, Century Retail Vice President of Leasing Operations, stated the project needs to be <br />marketable and the configuration is an important factor to get leases to fill the retail space. Mr. Ralph stated <br />the proposed configuration has the appropriate marketability with a large retailer in the back of the <br />development that will serve as an anchor, a good mix of elevations and smaller retail buildings, restaurant <br />sites that overlooks water, and a main street. Mr. Ralph stated the physical configurations are similar to the <br />Winter Park Village site, and he is confident that Century Retail will be able to present this configuration <br />to retailers and get traction with it. <br /> <br />Mr. Braxton Bone, Century Retail Vice President of Development Operations, continued to give an overview <br />of the project's design and configuration and use of elevations, pedestrian circulation, the elevated parking <br />area and the parking layout in general. <br /> <br />Mr. Jed Downs, Cuhaci & Peterson President, presented two different design styles schemes for the project <br />for consideration. The first style utilized a Mediterranean style and the second style utilized a more <br />contemporary traditional style of architecture. <br /> <br />Mr. Paradise stated the Steering Committee has recommended to the City Commission and the Community <br />
