Resolution 08-1926 - Change Order No. I to the Agreement with CDM. Inc. for <br />Additional Design Services for Lake Concord Stormwater Park! Anniversary Park <br /> <br />The City Clerk read Resolution 08-1926 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE <br />EXECUTION OF CHANGE ORDER NO.1 TO AN AGREEMENT BETWEEN CDM, <br />INC. AND THE CITY OF CASSELBERRY TO PROVIDE ADDITIONAL <br />ENGINEERING DESIGN AND PERMITTING SERVICES FOR THE LAKE CONCORD <br />STORMWATER PARK (ALSO KNOWN AS ANNIVERSARY PARK) PROJECT; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br /> <br />Staff Presentation: Ms. Barbara Lipscomb, City Manager, stated Resolution 08-1926 provides for additional <br />engineering design services for the redevelopment of Lake Concord Stormwater Park! Anniversary Park. <br />Several unexpected engineering and permitting challenges have arisen as a result of the design process <br />including minimizing wetland impacts due to the proposed boardwalk and park construction, as well as <br />design of stormwater retrofit elements that would blend well with the park. Requirements from St. Johns <br />River Water Management District have resulted in the need to reduce the size of the boardwalk and adjust <br />its geometry. Additional information regarding lightning and other impacts is also being required by the <br />Water Management District. Staff has determined that additional lighting and audio wiring should be <br />provided at this time and changes to the interactive water feature, cafe area, landscaping, boardwalk railing, <br />and stage area have also been recommended in order to provide a park that blends well with the City Center <br />and other infrastructure improvements. Changes to the stomrwater retrofits and structural elements have also <br />been requested to provide systems that are more environmentally responsible and blend better with the park. <br />These elements were not fully addressed in the conceptual plans. <br /> <br />Budget Impact: CDM has provided a proposal for additional services not to exceed $77,773. Included in <br />this cost is $5,597 for an optional second response to St. Johns River Water Management District. Should <br />such a response not be required, the total for additional services under this change order would be $72,176. <br />This change order will be funded from one of the capital outlay schedule items in the Storm water Utility <br />Fund for the park in the Fiscal Year 2008 budget Account 110-740-539-67.84, total $450,000 designated). <br />This will lower the amount of Storm water Utility funds available for construction of the park. The Public <br />Works Department has applied for several additional grants to supplement funding. <br /> <br />Recommendation: The City Manager and the Public Works Director recommended approval of Resolution <br />08-1926. <br />
