<br />SECTION 1 <br />PURPOSE OF SUPPLEMENT <br /> <br />The OWNER desires the assistance of the ENGINEER in the preparation of the <br />Florida Department of Environmental Protection (FDEP) permit renewal for the <br />Casselberry Water Reclamation Facility (WRF). The City received a letter from the <br />FDEP that stated the WRF operating permit expires on May 18, 2009 and that the <br />application for the permit renewal must be filed by November 18, 2008, which is 180 <br />days prior to the expiration date. The intent of this proposal is to assist the City in <br />preparation of all the application submittal information and documents to ensure <br />compliance with the FDEP requirements. <br /> <br />SECTION 2 <br />SCOPE OF SERVICES <br /> <br />2.0 General <br /> <br />The ENGINEER shall provide all services required to complete each task in <br />accordance with the regulatory requirements in effect on the date of this <br />Supplement to the extent of the scope of work as defined and set out herein. The <br />ENGINEER shall perform professional services as hereinafter stated in accordance <br />with good engineering practices and with the direct assistance of City staff on items <br />needed from their files for the permit application. <br /> <br />2.1 FDEP WWTF Operating Permit Renewal <br /> <br />A. The ENGINEER will prepare and submit Forms 1 and 2A with data collected <br />from the City and/or on file with the ENGINEER. <br /> <br />B. The ENGINEER will prepare an update to the Capacity Analysis Report <br />(CAR) to include the following work: <br /> <br />1. Collect and analyze, at a minimum, the past two years of Discharge <br />Monitoring Reports (DMRs), and prepare in tabular format the monthly <br />average daily flows and three-month running average daily flows. In <br />addition, prepare a table showing the past five years of annual average <br />daily flows and the next 10 years of projected annual average daily flows <br />based on the City's projected population growth and wastewater <br />discharge rate per person. <br /> <br />2. The CAR will include a discussion of any expansion needs and/or <br />revisions to the WRF that may be necessary for the next five (5) year <br />permitting cycle for the facility operations. <br /> <br />3. The CAR will be prepared in accordance with the FDEP's Guidelines for <br />Preparation of Capacity Analysis Reports. <br /> <br />2 <br />
