<br />Ordinance 08-1240 <br /> <br />AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO <br />AMEND THE CITY OF CASSELBERRY COMPREHENSIVE PLAN, BY <br />AMENDING THE FUTURE LAND USE ELEMENT AND THE TRAFFIC <br />CIRCULATION ELEMENT TO ESTABLISH A "TRANSPORTATION <br />CONCURRENCY EXCEPTION AREA (TCEA)" WITHIN A DESIGNATED <br />AREA OF THE CITY LOCATED IN THE CITY OF CASSELBERRY'S <br />COMMUNITY REDEVELOPMENT DISTRICT, GENERALLY <br />DESCRIBED AS "A TOOL TO ENABLE REDEVELOPMENT AND <br />IN FILL BY BALANCING LAND USE AND TRANSPORTATION"; <br />AMENDING THE FUTURE LAND USE ELEMENT BY ESTABLISHING A <br />"MAJOR THOROUGHFARE MIXED USE" DISTRICT WITHIN A <br />DESIGNATED AREA OF THE CITY FOR PROPERTIES KNOWN AS <br />THE "CONCORD CENTER" AND THE "CITY CENTER" GENERALLY <br />DESCRIBED AS "MID TO HIGH DENSITY/INTENSITY MIXED-USE <br />DEVELOPMENT ALONG AN ARTERIAL"; PROVIDING FOR <br />TRANSMITTAL OF THE PLAN AMENDMENTS TO THE DEPARTMENT <br />OF COMMUNITY AFFAIRS; PROVIDING FOR CODIFICATION, <br />CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE. <br />(LPA 08-06) <br /> <br />WHEREAS, the City of Casselberry's Comprehensive Plan, Future Land Use Policy 1.15, <br /> <br />Concurrency Management System, was implemented to ensure that the public facilities and <br /> <br />services and established levels of service are available concurrent with the impact of <br /> <br />development; and <br />WHEREAS, the City of Casselberry's Comprehensive Plan, Future Land Use Policy 2.1 <br /> <br />requires the City to enforce unified land development regulations that encourage the development <br />and redevelopment of underutilized or blighted areas by allowing an increased Floor Area Ratio <br /> <br />for parcels with direct primary access to collector or arterial roadways; and <br /> <br />WHEREAS, the City of Casselberry's Comprehensive Plan, Future Land Use Policy 10.1 <br /> <br />promotes a diverse mix of land uses, housing types and densities to avoid continuous stretches of <br /> <br />similar style and density of development; and <br />
