<br />Planning & Zoning Commission! <br />Local Planning Agency <br />September 27, 2006 <br />Page 2 of 5 <br /> <br />the site plan dated August 10, 2006, the findings of fact and conclusions of the staff report dated September 21 , 2006 <br /> <br />and the conditions outlined in staff report which were: <br /> <br />1. A note shall be added to the cover sheet of the plans which states that: <br />A) No outdoor storage or display of goods, material, services or equipment is allowed. <br />B) All rooftop mechanical equipment shall be screened so as not to be visible from the right of way. <br />2. The project shall conform to all elements of the CRD's Urban Design Standards. The project must be <br />reviewed and approved by the Community Redevelopment Agency prior to issuance of building permits. <br />3. The applicant shall provide either an additional 24 trees on site or an equivalent contribution of the <br />amount of deficient trees shall be made to the Casselberry Tree Bank. <br />4. The two proposed Live Oaks north of the building shall be replaced with a more suitable tree which will <br />not be affected by the existing canopy overhang. All plant materials shall be at least Florida Grade No.1 <br />or better. <br />5. All signage for the site shall conform to the City's ULDR and shall be submitted as a separate building <br />permit. <br />6. All future lighting on site shall conform to the City's ULDR. <br />7. All permits from appropriate State and County agencies shall be obtained prior to the submittal for a site <br />engineering permit to the City's Public Works Department. <br />8. No permit (building or site construction) shall be issued until the outstanding comments from City's <br />Public Works Department are addressed. <br />9. No site engineering construction activities shall take place at the site until permits are issued by the <br />City's Public Works Department. <br />10. The site plan approval shall be valid for one year upon approval by the Planning and Zoning <br />Commission. An extension request must be submitted prior to the expiration. <br />11. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and <br />void. <br /> <br />In response to the Commission's question, Mr. Senzee said he would discuss changing the tree <br /> <br />specification from caliper to dbh with the applicant and he would work with the applicant regarding the tree deficit. <br />Mr. Kelley asked the applicant to come forward. Mr. Thomas Skelton, American Civil Engineering, 207 <br />North Moss Road, Winter Springs, Florida came forward. Mr. Skelton said he has read the staff report and agrees <br /> <br />with the findings. <br /> <br />Mr. Kelley asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br /> <br />the request. No one came forward. <br /> <br />Mr. Kelley asked for a motion to address SPR 06-15. Mr. Henson recommended approval of SPR 06-15 <br />based on the staff report dated September 21, 2006 to the Planning and Zoning Commission from Mr. Senzee. Mr. <br /> <br />Van Meter seconded the motion. <br />
