Local Planning Agency September 27, 2006 Page 2 of 5 the site plan dated August 10, 2006, the findings of fact and conclusions of the staff report dated September 21 , 2006 and the conditions outlined in staff report which were: 1. A note shall be added to the cover sheet of the plans which states that: A) No outdoor storage or display of goods, material, services or equipment is allowed. B) All rooftop mechanical equipment shall be screened so as not to be visible from the right of way. 2. The project shall conform to all elements of the CRD's Urban Design Standards. The project must be reviewed and approved by the Community Redevelopment Agency prior to issuance of building permits. 3. The applicant shall provide either an additional 24 trees on site or an equivalent contribution of the amount of deficient trees shall be made to the Casselberry Tree Bank. 4. The two proposed Live Oaks north of the building shall be replaced with a more suitable tree which will not be affected by the existing canopy overhang. All plant materials shall be at least Florida Grade No.1 or better. 5. All signage for the site shall conform to the City's ULDR and shall be submitted as a separate building permit. 6. All future lighting on site shall conform to the City's ULDR. 7. All permits from appropriate State and County agencies shall be obtained prior to the submittal for a site engineering permit to the City's Public Works Department. 8. No permit (building or site construction) shall be issued until the outstanding comments from City's Public Works Department are addressed. 9. No site engineering construction activities shall take place at the site until permits are issued by the City's Public Works Department. 10. The site plan approval shall be valid for one year upon approval by the Planning and Zoning Commission. An extension request must be submitted prior to the expiration. 11. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and void. In response to the Commission's question, Mr. Senzee said he would discuss changing the tree specification from caliper to dbh with the applicant and he would work with the applicant regarding the tree deficit. Mr. Kelley asked the applicant to come forward. Mr. Thomas Skelton, American Civil Engineering, 207 North Moss Road, Winter Springs, Florida came forward. Mr. Skelton said he has read the staff report and agrees with the findings. Mr. Kelley asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the request. No one came forward. Mr. Kelley asked for a motion to address SPR 06-15. Mr. Henson recommended approval of SPR 06-15 based on the staff report dated September 21, 2006 to the Planning and Zoning Commission from Mr. Senzee. Mr. Van Meter seconded the motion.
