<br />Community Redevelopment Agency <br />September 8, 2006 <br />Page 4 of 5 <br /> <br />Ms. Rogriguez said she attended a seminar sponsored by the Florida Housing Coalition. Ms. Rodriguez stated that <br /> <br />there is a bill pending dealing with government owned land to form partnerships for the Work Force housing. She said that <br /> <br />they are looking to the CRA's to assist with this type of project. <br /> <br />After a brief discussion, Mr. Fall suggested adding workforce housing to the workshop agenda. <br /> <br />Mr. Daigle questioned Mr. Miller regarding the CRA's obligation to the Civic Center. Mr. Miller said financing is a <br /> <br />concern. Mr. Miller stated that the City hired ZHA, consulting agency, to develop an RFP for soliciting design build proposals <br />for the Community Center. He said ZHA is in the initial phases of developing the RFP. Mr. Miller said he has put a hold on <br /> <br />the project with the process until the financial obligations are determined. <br /> <br />A discussion ensued regarding the financial obligation of the CRA for the Community Center. Mr. Fall requested a <br /> <br />legal opinion regarding the CRA's obligation. Mr. Fall made a motion requesting an opinion from the City's Attorney regarding <br /> <br />the financial responsibilities, obligations and commitments that are legally bound at this particular time of the CRA as it <br /> <br />to the 15 acre property and the underwriting of any costs related to a City constructed Community Center. Mr. Daigle <br /> <br />seconded the motion. <br /> <br />Mr. Miller said it was his understanding that the CRA would hold a workshop to determine the CRA's plans and then <br />a workshop would be scheduled with the City Commission to address the CRA's concerns. Mr. Miller said the CRA's input is <br /> <br />needed. He said a visioning session is needed to determine what will be done in the next few years. <br />After a brief discussion, the motion passed unanimously by voice vote. Mr. Kohler stated he would follow up with Ms. <br /> <br />Reischmann regarding the CRA's obligations. <br /> <br />In response to Mr. Fall's question, Ms. Smith explained that the City owns the Concord Center property and the CRA <br />is paying the three year note on the property. Ms. Smith stated there are two years left on the note. Ms. Smith said there is a <br />contract before the City Commission to purchase the Concord Center property. Ms. Smith stated that there is an addendum to <br />the contract requiring that the fagade improvements meet the CRA standards, the parking and landscaping are updated and <br />the storage facilities to the rear of the property would be removed. <br />Mr. Fall said he is making a presentation to the Seminole County Board of Commissioners on September 26, 2006 at <br />9:30 a.m. regarding proposed development and intensity potential along the US Highway 17-92 corridor. He said the <br /> <br />presentation would be available live on the internet. <br />
