Specific Powers The Charter Review Advisory Committee recommended changing the title of the section to Construction, and deleting all the current language and inserting the following language: Section 8. Construction The powers of the city under this charter shall be construed liberally in favor ofthe city and the specific mention of particular powers in the charter shall not be construed as limiting in any way the general power granted in this article. Consensus: Accept the recommendation for Section 8 as presented. New Section - Intenwvernmental Relations The Charter Review Advisory Committee recommended the following new section entitled Intergovernmental Relations: New Section - Intergovernmental Relations The city may participate by contract or otherwise with any governmental entity ofthis state or any other state or states or the United States in the performance of any activity which one or more of such entities has the authority to undertake. Consensus: Accept the recommendation for a new Intergovernmental Relations section as presented. C. ARTICLE IV. FORM OF GOVERNMENT: CITY COMMISSON Section 12. Mavor: Vice (Deputy) Mavor The Charter Review Advisory Committee recommended the following revised language for Section 12: Section 12. Mayor; Deputy Mayor The Mayor shall preside at all meetings of the City Commission, shall be recognized as head ofthe city government for all ceremonial purposes, by the governor for purposes of military laws, for execution of contracts, deeds, and other documents, but shall have no administrative duties. The Mayor shall be a member of the City Commission and shall have a vote as a Commissioner on any matters coming before the City Commission.
