<br />CASSELBERRY CITY COMMISSION & CHARTER REVIEW ADVISORY COMMITTEE <br />Minute. of March 18, 2008 - Joint Workshop <br />Page 8 of 13 <br /> <br />SubmissloD of Budget aDd Budget Message <br />On or before the I" day of August of each year, the city manager shall submit to the City Commission <br />a budget for the ensuing fiscal year and an accompanying message. The city manager's message shall <br />explain the budget both in fiscal terms and in terms of the work programs, linking those programs to <br />organizational goals and community priorities. It shall outline the proposed financial policies of the <br />city for the ensuing fiscal year and the impact ofthose policies on future years. It shall describe the <br />important features ofthe budget, indicate any major changes from the current year in financial policies, <br />expenditures, and revenues together with the reasons for such changes, summarize the city's debt <br />position, including factors affecting the ability to raise resources through debt issues, and include such <br />other material as the city manager deems desirable. <br /> <br />Sec. 51. Treasurer <br />Delete this section because the finance director and city manager should have the responsibility for <br />maintaining all accounts. <br /> <br />Sec. 52. Withdrawals <br />Delete this section eliminating the need for the City Commission to approve every check and to be <br />consistent with deletion of Section 51. <br /> <br />Ms. Crotty stated the Committee recommended the inclusion of this new section to direct the Commission to <br />adopt an ordinance that will establish the procedures and controls for implementation of the budget. It also <br />clearly gives fiduciary responsibility for the City to the City Commission. <br /> <br />Add new section AdmiDlstratloD aDd FlduciDry Oversight of the Budget. <br />The City Commission shall provide by ordinance the procedures for administration and fiduciary <br />oversight of the budget. <br /> <br />Article XI. Miscellaneous Provisions <br /> <br />Ms. Crotty stated the Committee recommended that Section 64 be deleted from the Charter. Ms. Crotty <br />clarified that this recommendation was not a statement in opposition to the establishment of such a board in the <br />City, rather it reflects the Committee's position relating to the inappropriateness of inclusion of the Civil <br />Service Board in the City Charter. <br /> <br />Sec. 64. CreatloD of a Civil Service Board <br />Delete this section from the charter. <br /> <br />Ms. Crotty stated this section is currently not the City Charter, but is part of the City Code of Ordinances. The <br />Committee recommended that it be included in the City Charter. <br /> <br />Add new section entitled IDltlatlve aDd CltizeD RefereDdum. <br /> <br />(a) GeDeraI Authority for IDltlatlve aDd CltizeD RefereDdum <br />(1) IDltlatlve. The registered voters of the city shall have power to propose ordinances to the <br />Commission and, if the Commission fails to adopt an ordinance so proposed without any <br />change in substance, to adopt or reject it at a city election, but such power shall not extend to <br />
