<br />CASSELBERRY CITY COMMISSION & CIlARTER REVIEW ADVISORY COMMITTEE <br />Minutes of March 18,2008 - Joint Workshop <br />Page 7 of 13 <br /> <br />implementation ofthis and for an appeals process should be included in the City's personnel policies, rather <br />than in the City Charter. <br /> <br />Sec. 27 Appointment of Officers. - Delete this entire section. <br />Mayor Goff inquired if this meant that employees were appointed indefinitely. Committee Member Dennison <br />stated that Florida is an at-will state and the Commission could set appointments by individual and union <br />contracts, if it desired to do so. <br /> <br />Ms. Crotty stated the Committee recommended changing the appointment and removal of the City Clerk by the <br />City Commission to the City Manager with the confirmation by the Commission. The Committee also <br />recommended removing much of the detail regarding the functions and duties of the City Clerk from the <br />Charter. The new recommended language for Section 29 is as follows: <br /> <br />Sec. 29. City Clerk - Appointment; function; duties <br />The City Manager shall appoint and may remove an officer ofthe city who shall have the title of City <br />Clerk. This appointment and/or removal shall be confirmed by a majority vote of the City <br />Commission. The City Clerk shall give notice of Commission meetings to its members and the public, <br />keep the journal of all proceedings, and perform such other duties as are assigned by this charter or by <br />the City Manager or by state law. <br /> <br />Ms. Lipscomb inquired why the term "officer" was used opposed to "employee". Ms. Crotty stated the <br />language was suggested by the Model City Charter. <br /> <br />Ms. Crotty stated the Committee recommended Section 30 and Section 62 be combined and entitled Public <br />Safety. The Committee also recommended removal ofthe details outlining duties of police and fire personnel <br />from the City Charter. <br /> <br />Sec. 30. Police Department and Sec. 62. Creation of a Permanent Fire Dept. <br />Both of these sections should be replaced with a new section to be entitled Public Safety. <br />There is established within the City of Casselberry a Police Department and a Fire Department. The <br />departments shall be headed by a police chief and a fire chief. The city manager has the authority to <br />appoint and remove both chiefs with the approval of a majority of the entire City Commission. <br /> <br />Commissioner Solomon requested clarification of the current terminology of "Permanent Fire Department". <br />Ms. Crotty stated she believed the language was probably inserted when the transition was made from a <br />volunteer to a permanent fire department. <br /> <br />Article IX. Finance <br /> <br />Ms. Crotty stated the Committee recommended minimal changes in the Finance article that will modernize the <br />budget message and eliminate the need for a treasurer. <br /> <br />Sec. 47. Budget - Preparation; contents. <br />Rename this section and replace with the following language that will ensure that the budget message <br />clearly presents the city manager's program for accomplishing the Commissions goals and priorities: <br />
