<br />CASSELBERRY CITY COMMISSION & CHARTER REVIEW ADVISORY COMMITTEE <br />MiDutel of Marcb 18,2008 - Joint Workshop <br />Page 12 of 13 <br /> <br />Mayor Goff voiced concerns regarding the suggested language for the Charter review section and suggested <br />that the language be reworked to better state the intent. <br /> <br />Renumbering ofCitv Charter <br /> <br />Ms. Crotty stated the Charter Review Advisory Committee supports renumbering of the entire charter. <br />Rather then consecutive numbering of each section (I - 71), the charter should number each article <br />accordingly: Article I. Section 1.01, Section 1.02, etc.; Article II Section 2.01, Section 2.02, etc. This <br />would allow for amendments to be added to the charter within the appropriate article without having to <br />constantly renumber the sections or continue to add sections in the Miscellaneous Article. <br /> <br />Implementation Strategies <br /> <br />Ms. Crotty stated the Charter Review Advisory Committee recommended the draft charter be submitted to <br />the electorate at the city election in August, 2008. The Committee further suggested that the charter <br />amendments be submitted as a series of ballot questions, grouping like issues to minimize the number of <br />questions. <br /> <br />In order to make sure the voters of the City of Casselberry fully understand the revised charter, the Charter <br />Review Advisory Committee recommended that the City Commission fund an extensive community education <br />program consisting of printed brochures, notices on the utility bills, publication in the City's newsletter, <br />Casselberry Connections, publishing information on the City's website, establishment ofa speakers' bureau to <br />speak at town hall meetings preferably held on nights and weekends, as well as various community and civic <br />meetings. <br /> <br />Recommended Ballot Format <br /> <br />Ms. Crotty suggested the following ballot format: <br /> <br />I. The Preamble be a stand alone question. <br />2. Section 7 - General Powers, Section 8 - Specific Powers, and new section _ <br />Intergovernmental Relations be grouped together as one question. <br />3. Section 12 - Mayor; Deputy Mayor, be a stand alone question. <br />4. Section 13 - Powers, be a stand alone question. <br />5. New section - Compensation; Expenses, be a stand alone question. <br />6. New section - Prohibitions and new section - Investigations, be grouped together as one <br />question. <br />7. Section 14 - Vacancy in the Office of City Commission Members be a stand alone question. <br />8. Section 26 - Powers and Duties, be a stand alone question. <br />9. Section 27 - Appointment of Officers, be a stand alone question. <br />10. Section 29 - City Clerk - Appointment; function; duties be a stand alone question. <br />11. Section 30 - Police Department, Section 62 - Creation of a Permanent Fire Department, and <br />new section- Public Safety, be a stand alone question. <br />12. Section 47 - Submission of Budget and Budget Message, Section 51 Treasurer, Section 52- <br />Withdrawals, and new section - Administration and Fiduciary Oversight of the Budget, be <br />
