<br />Community Redevelopment Agency <br />August 8, 2008 <br />Page 7 of 8 <br /> <br />Mr. Paradise reviewed his memo that was distributed to the Community Redevelopment Agency dated August 7, <br /> <br />2008 regarding questions that were asked at the City Commission/Community Redevelopment Agency joint meeting on June <br /> <br />23, 2008 concerning the CRA payment of a "city" loan (a copy of the memo is attached and made a part of the minutes). He <br /> <br />said the interest payments that the CRA has made in the past and future payments are legal because there is no agreement <br /> <br />and it is considered "gifting". He said it is considered gifting for redevelopment purposes under Florida Statute 163. He said if <br /> <br />there was an agreement it would fall under "Strand". He said at the time the CRA reviews the proposed budget for the next <br /> <br />fiscal year it has the ability to stop funding the payments. <br /> <br />Mr. Paradise explained that after the sale of the Concord site or the 15 acre City Center property, it is at the City <br /> <br />Commission's discretion to give a proportional credit back to the CRA. He said that the CRA is not obligated to pay the <br /> <br />interest payments and the City Commission is not obligated to provide a credit to the CRA. Mr. Paradise said the City <br /> <br />Manager will provide this information to the City Commission. <br /> <br />A brief discussion ensued regarding Strand requirements and potential annexations. <br /> <br />Twelfth Item of Business: Public Comments <br /> <br />Mr. Hank Lander, 445 Surrey Run, Casselberry, Florida came forward. Mr. Lander expressed a concern with the <br /> <br />homeless problem in Casselberry. He suggested the CRA receive an update from the Casselberry Police Department <br /> <br />regarding their efforts to deal with the problem. He felt this problem was affecting people's decision to move their businesses <br /> <br />into Casselberry. He said a business along US Highway 17-92 is enabling the homeless people by leaving the water on <br /> <br />behind their business and putting the people to work. Mr. Lander said the homeless problem is tied to prostitution and drug <br /> <br />dealing. <br /> <br />A lengthy discussion ensued regarding the homeless problem in Seminole County. Mr. Jones said he would <br /> <br />appreciate Mr. Lander making his same comments to the Seminole County Commission. <br /> <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry commented <br /> <br />that the homeless need bathrooms, a shower station, and a laundry area. He said that could all be put in a FEMA trailer and <br /> <br />parked on a vacant commercial site near the highway. He said this would attract people to one area which would make it <br /> <br />easier for police surveillance. <br />
