<br />Community Redevelopment Agency <br />March 31. 2008 <br />Page 2 of 5 <br /> <br />presentation of information such as zoning, future land use, demographics, status of current projects, etc. He said <br /> <br />the focus session of the meeting will consist of dividing the participants into small work groups to discuss questions <br /> <br />provided by the facilitator. The participants will then join together as a group to discuss the small work group <br /> <br />responses to the focus questions. He said Glatting Jackson will take the information discussed at the retreat and <br /> <br />prepare a final document for the CRA to utilize. He said that the cost of the facilitation for the CRA Retreat is <br /> <br />$12,000. <br /> <br />Ms. Lipscomb arrived at the meeting at 9:10 a.m. and Mr. Trueba arrived at the meeting at 9:15 a.m. <br /> <br />Mr. Paradise requested the eRA approve the Glatting Jackson contract. A general discussion ensued <br /> <br />regarding updating the Design Standards, the update of the CRA Plan and the purpose of the retreat. <br /> <br />Mr. Daigle made a motion to proceed forward with the Glatting Jackson contract. Ms. Duprat seconded the <br /> <br />motion. The motion passed with a majority vote with Mr. McGregor casting a dissenting vote. <br /> <br />Fourth Item of Business: Swearing in of New Member <br /> <br />Mr. Daigle administered the Oath of Office to Mr. Alan Trueba and welcomed him as a member of the <br /> <br />Community Redevelopment Agency. <br /> <br />Fifth Item of Business: Recommendation for approval of "Memorandum of Understanding" City Center 15 <br />acres. <br /> <br />Mr. Paradise distributed and reviewed the revised Memorandum of Understanding to the Community <br /> <br />Redevelopment Agency (a copy is on file in the Community Development Department). Mr. Paradise requested <br /> <br />approval of the Memorandum of Understanding from the CRA and to provide a recommendation to the City <br /> <br />Commission. <br /> <br />Mr. McGregor made a motion to recommend approval of the Memorandum of Understanding. Ms. <br /> <br />Campbell seconded the motion. <br /> <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry was <br /> <br />concerned that a Memorandum of Understanding was similar to a Letter of Intent. He said there is no money <br /> <br />involved with the execution of a letter of intent and it can tie the property up in litigation for years. He suggested staff <br /> <br />speak with the second development party to determine if they could develop the property faster. <br />
