Community Redevelopment Agency
February 22, 2008

The CRA Retreat was discussed. The Board wanted to postpone the Retreat until the Economic

Development Director position is filled and the vacancy on the CRA Board is filled. Mr. Paradise said he would

provide the CRA Board with possible meeting locations for the Retreat. The CRA tentatively scheduled the Retreat

for April 11 , 2008.

Cost Sharing

Mr. Paradise asked the CRA Board if they would authorize funds to allow the City to move forward with

administrative decisions to avoid delays due to required CRA authorization. A brief discussion ensued regarding the

legal research needed to address eminent domain issues and moving forward with various City issues that need to

be addressed.

The ownership of the parcels adjacent to the Target parcel was discussed. Mr. Paradise said that the

ownership of the parcel needed to be corrected.

After a brief discussion, Mr. Paradise suggested the Community Redevelopment Agency authorize staff a

specific amount of funds monthly in professional services fees to use and bring the information to the CRA at the next

meeting. He said this would allow staff the ability to move forward quickly without the delay of direct authorization

from the CRA. He said this could be done on a trial basis and the authorized amount could be changed if needed.

Mr. McGregor suggested authorizing $2,500 to the call of the Chair.

Commissioner Sandi Solomon said the City is at a place that it has been trying to get to in a long time. She

said the Seminole County CRA took a bus tour of the US Highway 17/92 corridor and there is so much potential in

this area.

Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry

suggested the City exchange square footage with Mr. Rubin's parcels. Mr. Casselberry expressed a safety concern

with the height of the hedge at the old Bank of America building.

Mr. McGregor made a motion to authorize $2,500 a month with concurrence from the Chairman and the

information will be brought monthly to the CRA for review for a 90 day trial period. Mr. Jones seconded the motion.

The motion passed unanimously by voice vote.
