<br />Planning & Zoning Commission! <br />Local Planning Agency <br />May 28, 2008 <br />Page 8 <br /> <br />Mr. Senzee stated staff recommends approval of LPA 08-10, the Future Land Use Map Amendments based on the <br /> <br />Seminola Boulevard East Small Area Study and approval of ZB 08-03, the Official Zoning Map amendments based on <br /> <br />Seminola Boulevard East Small Area Study, that includes the subject properties as detailed in the ordinances attached to the <br /> <br />staff report, based on the staff report dated May 16, 2008 and the findings of fact and conclusions that the amendments: <br /> <br />1. Are consistent with the City's Comprehensive Plan, <br />2, Are a proactive planning approach that is the best means of providing for new development and ensuring a high <br />quality of life for the area. <br />3, Will ensure compatibly with the surrounding mix of Seminole County, Winter Springs and City of Casselberry <br />land uses. <br />4. Will improve the economic redevelopment of the area. <br /> <br />A brief discussion ensued regarding the differences between the PMX-L and Commercial General zoning <br /> <br />designations. Mr. Buchanan asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br /> <br />the request. <br /> <br />Dr. John Zacco, 601 Queens Mirror Circle, Casselberry, Florida came forward. Dr. Zacco felt it was <br /> <br />zoning for a <br /> <br />major thoroughfare. He said he has a copy of the small area study. He said this study was conducted before the widening of <br /> <br />Seminola Boulevard, the extension of Seminola Boulevard to Tuskawilla, and the residential development of the Dog Track <br /> <br />property. Dr. Zacco read the summary of the study findings on page 2 of the report. It stated with the increase in the traffic <br /> <br />volume is pressure to convert existing residential land uses based in Seminola Boulevard to a more intensive non-residential <br /> <br />use, He said the study stated that the market analysis identified the intersection of Winter Park Drive and Seminola Boulevard <br /> <br />to focus on retail activity with likely demand of 10 to 1500 square feet of residential, gas stations and so <br /> <br />The report also <br /> <br />stated that greater parcel assembly in that vicinity warrants larger retail such as grocery stores, anchor retail stores, <br /> <br />restaurants and banks. He said this was before the improvements were made to this area and the City said this had the <br /> <br />potential of 200,000 square feet of retail. He said it doesn't make sense to allow single family and duplexes along Seminola <br /> <br />Boulevard. Dr. Zacco questioned the legality of the rezoning. <br /> <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry questioned <br /> <br />the definition of the PMX-L zoning classification. Mr. Casselberry suggested zoning the area as a service industry design. <br /> <br />thinks the area could be redeveloped as commercial other than maintenance garages. Mr. Casselberry questioned the PMX-L <br /> <br />zoning designation on the north side near Murphy Road. He felt it could have a more intense zoning_ <br />
