SECTION 1: The City Code of Ordinances, Chapter 2, Administration, Article II, City Commission, Division I, Generally, Section 2-36, Election of Members of City Commission, is hereby amended as follows: Sec. 2-36. Election of members of City Commission. (a) Generally. Candidates for the office of City Commission seats I through 5 inclusive shall file, qualify and run at large for a specifically numbered seat, and shall be elected to office by a majority of the votes cast for that seat in the election. (b) Runoff Run-off election; unopposed candidates. (1) The candidate for any office receiving the higheat aumber maioritv of votes cast shall be elected. If there should be more than two candidates for anv office and no one candidate receives a maioritv of the votes cast in the municioal election held oursuant to Section 31 of the Citv Charter. or in the event of a tie vote. then the two candidates receivinl! the hil!hest votes in the first election shall run al!ain in a run- off election to be held on the Tuesdav after the first Mondav in November. The run-off election shall be held in the same manner as the orior election. The candidate receivinl! the maioritv of the votes ca~t at such run-off election shall be elected. In the event of a tie vote at the run-off election. the tie will be dissolved bv a lottery oursuant to state statute. (2) If not more than one person is qualified as a candidate for any particular office, the unopposed candidate for that office shall not appear on the general election ballot, and each unopposed candidate shall be deemed to have voted for himself. If no eligible office draws opposed candidates in a particular election, then no election shall be held. The nonopposed candidate shall be certified elected and take office in accordance with the requirements of the Charter and general law on the date candidates in a contested election would be certified and take office. SECTION 2. Chapter 2, Administration, Article II, City Commission, Division I, Generally, Section 2-35, Election Procedures, of the City Code of Ordinances is hereby created and shall read as follows: Section 2-35. Election Procedures. (a) Generallv. Pursuant to Section 37 of the City Charter. the Citv Commission herebv orovides for election orocedures to ensure the secrecv of the ballot and intel!ritv of the Doll for all citv elections.
