City Commission Workshop
Fire Assessment Fees Report
April 14, 2008
Page 3

property tax reform that severely limits the City's power to levy ad-valorem taxes. In
contrast, as a home-rule revenue source, Fire Assessment fees are more equitable because
fees can be raised or lowered at the discretion of the Commission to sustain a critical
municipal service. The fee is limited in scope and can be no greater than the Fire Rescue
budget and can only be used to fund the Fire Rescue budget.

The 2008 Assessable Fire Rescue Budget is $3,003,437. Mr. Newlon presented a tax
versus fee comparison for homesteaded and rental properties, with and without
exemptions and the methodology that will be used as a basis for the fees. The estimated
average cost for about 90% of the homes in Casselberry will average between $75.00-
$100 per year. A copy of the presentation given by Mr. Newlon is attached to and made
a part of these minutes.

The choices of action for the Commission are as follows:

· Proceed with Ordinance and Resolution of Assessment
· Proceed with Ordinance without Resolution of Assessment
· No action

The Commission discussed the options and will make a final determination during the
regular meeting later in the evening.

Adjournment

Mayor Goff adjourned the workshop at 6:55 p.m.

DA TE MINUTES APPROVED BY CITY COMMISSION:

/17if

I:l ~ (}() i'
/

ATTEST:

~ m~L{/)(~

Thelma McPherson, CMC
City Clerk

tlm
