City Commission Workshop
Fire Assessment Fees Report
April 14, 2008
Page 2

Consensus of the Commission was to move forward with the presentation.

Barbara Lipscomb, City Manager, stated that the Fire Assessment Fees Report was being
presented as a financial tool which is used routinely throughout the State by many cities
and counties for funding certain municipal services. The staff believes this method to be
a more fair and equitable way to pay for these services. Ms. Lipscomb introduced Mr.
Robert Sheets from GSG Corporation for his presentation.

CSG Presentation

Mr. Sheet stated that since 1996, CSG has worked with 77 cities, counties and special
districts on fire assessment programs in Florida. He indicated that 39 had implemented
the fees. The remaining 18 that did not implement fees are looking at revisiting the
potential of a fire assessment. If Fire Assessment Fees are approved, a Certified Assessment
Roll must be submitted to the Tax Collector by September 15,2008. A copy of the
presentation by Mr. Sheets is attached to and made a part of these minutes.

City Presentation

Mr. Randy Newlon, Finance Director, stated that Fire Service Fees are being presented as
an alternative to traditional funding sources, i.e. increase in the millage rate to cover
inflation costs for fire rescue services.
