<br />City Commission Meeting <br />March 24, 2008 <br />Page 5 <br /> <br />assessment program and have a more comprehensive dialogue between the Commissioners <br />regarding the fees for a more cohesive pro,cess to enable the Commission to make a decision on <br />this issue that would serve the best interest of the citizens. She also requested more workshops to <br />involve and educate the citizens. <br /> <br />Mayor Goff stated that the serious discussion regarding fire assessment fees and/or consolidation <br />of the fire department will be done during the budget hearings. He supported continuing with <br />Phase II of this process as an exploratory method in order to make an informed decision after all <br />the numbers/processes have been presented. <br /> <br />Commissioner Doerner stated that she would be voting in opposition to authorizing contracts to <br />initiate he Fire Services Assessment Program and the $41,520 budget amendment for the <br />implementation. She suggested the Commission consider consolidation with the County in lieu <br />of assessment fees or take the issue to the citizens by way of a referendum question. <br /> <br />Commissioner Miller stated that he favored moving forward as an exploratory process and that <br />approval for Phase II of this process does not necessarily indicate approval of assessment fees for <br />fire services. After all the costs have been received, he asked if staff could develop a website <br />where the citizens could calculate costs for their individual property. <br /> <br />Commissioner Solomon stated that she supported moving forward with the process of initiating <br />fire service fees as a more equitable way of charging for services than the property tax method, <br />which exempts a significant number of citizens from paying for services. She also stated that an <br />interlocal agreement with shared costs between the entities in Seminole County could be <br />explored. <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner Colleen S. Hufford to approve <br />the Fire Service Assessment Agreement with Government Services <br />Group, the Legal Services Assistance Agreement with Nabors, Giblin <br />& Nickerson and the Budget Transfer of $41,520 as presented. <br />Motion was seconded by Commissioner Jon Miller and carried on a <br />3 - 2 voice vote. Commissioners Hufford and Doerner dissenting. <br /> <br />COMMISSION DISCUSSION (Item H Douglas F. Coleman Arbitration Services) <br /> <br />The City Manager stated that the arbitration was the result of a grievance filed by a former police <br />lieutenant with a medical issue. The City prevailed in the arbitration and is responsible for the fee <br />according to the stipulations in the Union Contract. <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner Colleen S. Hufford to approve <br />the Douglas F. Coleman Arbitration Services Invoice in the amount <br />of $2,170.50 as presented. Motion was seconded by Commissioner <br />Sandra T. Solomon and carried unanimously on a 5 - 0 voice vote. <br />
