Resolution 08-1867 - lnterlocal Agreement with Seminole County Authorizing a Jurisdictional Transfer of Belle Avenue (Northeast Industrial Park) - Approval of an Agreement transferring the ownership, maintenance and functional responsibility of a portion of the Belle Avenue from Seminole County to the City of Casselberry. "A Resolution of the City of Casselberry, Florida, authorizing the Execution of an 1nterlocal Agreement between Seminole County and the City of Casselberry for the transfer of ownership of Belle Avenue; providing for conflict,., severability, and effective date." H. Resolution 08-1868 - Highway Maintenance Memorandum of Agreement with the Department of Transportation - Agreement providing compensation to the City of Casselberry for the maintenance ofthe right-of-ways on U.S. Highway 17-92 and S.R. 436. "A Resolution of the City of Casselberry, Florida, approving the execution of a Highway Maintenance Memorandum of Agreement between the Florida Department of Transportation (FDOT) and the City of Casselberry; providing for conflicts, severability, and effective date." MOTION: Moved by Vice Mayor/Commissioner S. Hufford to approve the Consent Agenda as presented. Motion was seconded by Commissioner Sandra T. Solomon and carried unanimously on a 5 _ o voice vote. 9. First Reading of Ordinance 08-1237 - Amend ULDR Section 3-16, Signs, Electronic Message Boards (LPA - 07-06) The City Clerk read Ordinance 08-1237 by title as follows: "AN ORDINANCE AMENDING CERTAIN PROVISIONS OF ARTICLE XVI OF THE CITY OF CASSELBERRY UNIFIED LAND DEVELOPMENT REGULATIONS RELATING TO SIGNS; AMENDING SECTION 3-16.2, DEFINITIONS, TO REVISE DEFINITION OF ANIMATED SIGNS AND TO ADD A DEFINITION FOR ELECTRONIC DISPLAY TYPE SIGNS; AMENDING SECTION 3-16.8, PROHIBITED SIGNS, TO PROHIBIT SIGNS WITH DISTRACTING LIGHTING; AMENDING 3-16.9 TO CLARIFY PROHIBITION ON INCREASES IN NON-CONFORMING SIGNS, AND TO PROVIDE AN AMORTIZATION SCHEDULE; REPEALING SECTIONS 3.16.7(D) AND 3-16.1O(G), AND RENUMBERING 3-16.7(E); ADDING SECTION 3-16.13, APPEALS TO BOARD OF ADJUSTMENT; SECTION 3-16.14, APPELLATE DECISIONS DEEMED FINAL SUBJECT TO REVIEW; SECTION 3-16.15, SUBSTITUTION OF NON-COMMERCIAL SPEECH FOR COMMERCIAL SPEECH; SECTION 3-16.16, CONTENT NEUTRALITY AS TO SIGN MESSAGE; 3-16.17, PROVIDING FOR SEVERABILITY, CODIFICATION, CONFLICTS AND EFFECTIVE DATE."
