First Reading of Ordinance 08-1233 - Amending ULDR Section 2-7.26, Seminole Boulevard Overlay District Design Guidelines (LPA 07-10) The City Clerk read Ordinance 08-] 233 by title as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CASSELBERRY CITY CODE, PART III, CHAPTER II, SECTION 2-7.26, SEMINOLA BOULEVARD OVERLAY DISTRICT (SB-2) DESIGN GUIDELINES; AMENDING SECTION 2 (I) ADDITIONAL SITE REQUIREMENTS, TO REVISE MAIL DELIVERY CRITERIA; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." Staff Presentation: Ordinance 08-1233 is an amendment to the Unified Land Development Regulations (ULDR) within the Seminola Boulevard Overlay District in the Legacy Park Planned Development to allow curbside mail delivery for the single family area and will require a dual mailbox. This form of delivery is currently in use and the style and design of the mailbox is mandated within the Master Association documents so the mailboxes will maintain the same appearance. Presently, the design standards require kiosk delivery if postal delivery to the door of a residence or business is not achievable. Staff Recommendation: Approval of Ordinance 08-1233 on first reading and schedule the second reading and public hearing for January 28, 2008. Audience Input: I) Mr. Denver M. Marlow, representing the applicant, Centex Homes, was present to respond to any questions. 2) Mr. John Clemons, representing to homeowners association of Legacy Park was present speaking in support of the Ordinance. 3) John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, stated that the mailboxes should be standardized if allowed. MOTION: Moved by Commissioner Jon Miller to approve Ordinance 08-1233, Seminola Boulevard Overlay District Design Guidelines, as presented. Motion was seconded by Commissioner Susan Doerner and carried unanimously on a 5 - 0 voice vote.
