Once the State Road 436/Red Bug Lake Road Interchange flyover project is completed, the problem will be eliminated or substantially reduced. In the interim, police patrols have increased to curb the problem on a temporary basis. A copy ofMr. Torres' presentation is attached to and made a part of these minutes. Added to the Al!enda B. Resolution 07-1812 - Closing Boat Ramps for Two (2) Weeks "A Resolution of the City of Casselberry ordering a temporary closure of boat ramps for a two (2) week Period; providing for severability, conflicts, and an eITective date." StaITPresentation bv Barbara Lipscomb, City Manal!er: The enactment of Resolution 07- 1812 will temporarily close the boat ramps at Middle Lake Triplet and Secret Lake for a two week period. This item is being brought forward to address concerns regarding lake quality and the quality oflife of lake residents. The temporary closure of the ramps will allow time for City staff to study the effect of further closure of the ramps and the effects of recreational use by the public as it relates to safety. The two week closure period will terminate on Tuesday August 28, 2007 unless the timeframe is continued by the City Commission. By consensus of Commission the Whereas clause of the Resolution was amended as follows: "WHEREAS, the City Commission has continually expressed its concern with lake quality, and the quality of life and safety of lake users, over use of the lakes, budget constraints and recreational use of the lakes, and Section 94-3 of the City Code sets forth the Commission's authority to regulate the use of lakes in the City." MOTION: Moved by Commissioner Sandra T. Solomon to approve Resolution 07-1812, Temporary Closure for two weeks of the Boat Ramps for Middle Lake Triplet and Secret Lake as amended. Motion was seconded by Commissioner Jon Miller and carried unanimously on a 5 - 0 voice vote. This item will be brought back to the City Commission for further discussion and citizen input at the August 27,2007 meeting. 14. City Manager's Report A. Animal Control Status and Update Ms. Lipscomb stated that the assumption of Animal Control by Seminole County would be addressed on the Board of County Commissioners Agenda at their meeting tomorrow, August 14,2007. The County will continue to provide back for Animal Control services for the City while the matter is under consideration.
