<br />City Commission Meeting <br />August 13, 2007 <br />Page 2 <br /> <br />Enhancement District (SEED Program) to eliminate the perceived blight attributed to the name <br />brownfield.. This program will greatly enhance the 17-92 corridor and the economic incentives <br />will attract high quality development. The brownfield designation would be available for <br />participants throughout the City and not just limited to the CRA Corridor. Mr. Metsopolous <br />introduced Mr. George Houston, II, Central District Brownfield Coordinator with the Florida <br />Department of Environmental Protection, who gave a presentation outlining the financial and <br />other benefits available for participants in the Brownfield SEED Program. A copy of the power <br />point presentation is attached to and made a part of these minutes. <br /> <br />B. Departmental Presentation - Joint Planning Agreement with Seminole County by Gerald <br />Paradise, Community Development Director <br /> <br />Mr. Gerald Paradise gave an update on the issues regarding the Anchor Road Annexation and the <br />development ofa small area Joint Planning Agreement. The City and the County staff have been <br />directed to work out an acceptable Joint Planning Agreement that deals with enclaves, future land <br />use and zoning designations and the development ofpublic services areas and annexations. <br /> <br />C. Departmental Presentation - Solid Waste by Kenna Henry, Senior Staff Assistant, Public <br />Works Department <br /> <br />Ms. Kenna Henry gave an overview of the Solid Waste program within the City. A copy of the <br />power point presentation is attached to and made a part of these minutes. <br /> <br />Added to the Al!enda <br /> <br />D. Matrix Fire Study - <br /> <br />Chief Don Harkins gave a critique of the Matrix Report that was initiated by Seminole County <br />with Matrix Company to conduct a comprehensive system assessment for fire rescue service <br />delivery in Seminole County. Matrix reviewed the current system of service and evaluated <br />opportunities for improvements in the service delivery, particularly the computer dispatch system <br />(CADD System). Matrix was charged with putting together a model first response interlocal <br />agreement that could be executed by the cities and the County. The study only addressed <br />consolidation under the County perspective and did not analyze cities providing service outside <br />the corporate limits or for being compensated for the service. A copy of the draft report was <br />distributed to the Commission. <br /> <br />7. Citizens' Comments: <br /> <br />The Mayor stated that persons who wish to make comment or make inquiry on any matter not on <br />the Agenda may do so at this time. Please raise your hand to be recognized, give your name and <br />address to speak on any matter. All comments are to be directed to the Mayor and City <br />Commission. If you wish to be heard during Public Hearings, you will be recognized at that time. <br /> <br />The following individual came forward to address the Commission: <br /> <br />1) Anne Miller, 190 Northshore Circle, Casselberry, Florida, Member of the <br />Casselberry Lakes Management Advisory Board, presented a petition to the Commission <br />
