Presentations/Commendations <br /> <br />Mr. John Moore, Florida Department of Transportation, gave a presentation regarding the U.S. <br />17-92 and S.R. 436 Flyover Project construction timeline. He stated that a Project Development <br />and Environmental Study (PD&E) had been conducted and the preliminary engineering or design <br />phase currently underway is scheduled for completion in July 2008. The district has prepared a <br />fmancial plan for right-of-way acquisitions for fiscal years 2012 to 2015 at $14 million per year <br />for construction to be funded in fiscal years 2016 to 2018. The department manages its activities <br />based upon a five-year work program which undergoes local and statewide public hearings and is <br />approved by the Governor and the Legislature. The current work program covers fiscal years <br />2008 to 2012 and each year a new fifth year, to 2013, was added to the work program based upon <br />the priority list established by MetroPlan Orlando, which covers Seminole, Orange and Osceola <br />Counties. The 17-92 and S.R. 436 project was ranked #1 on a priority list by MetroPlan when <br />the fmancial plan was developed to fund the right-of-way project. Mr. Moore indicated that the <br />project may slip to #2 on the priority list, being replaced by another Seminole County project <br />which is the widening of U.S. 17-92 from Sheppard Road to Lake Mary Boulevard. The cost for <br />right of way acquisition and construction for the proposed 17-92/436 interchange is estimated at <br />$102 million; cost for the widening of 17-92 from Sheppard Road to Lake Mary Boulevard is <br />estimated at $136 million. As the #2 project on the priority list, funding for construction of the <br />U.S. 17-92/S.R. 436 Interchange Project would not occur until around 2025 or 2026. <br /> <br />A meeting with MetroPlan is scheduled for Wednesday, September 12,2007 in Winter Park <br />regarding this project change and he urged the City to attend. Mr. Moore will provide the <br />Commission an up-to-date list of properties that have been acquired by the Florida Department of <br />Transportation for the Flyover Project. <br /> <br />7. Citizens' Comments: <br /> <br />The Mayor stated that persons who wish to make comment or make inquiry on any matter not on <br />the Agenda may do so at this time. Please raise your hand to be recognized, give your name and <br />address to speak on any matter. All comments are to be directed to the Mayor and City <br />Commission. If you wish to be heard during Public Hearings, you will be recognized at that time. <br /> <br />The following individual came forward to address the Commission: <br /> <br />I) Peggy and Ronnie Spencer, 704 Benedict Way, Casselberry, Florida, asked that she be <br />permitted to take a photo of the Commission with staff and a banner showing City of <br />Casselberry support for Marine Training Platoon 1073, Paris Island, South Carolina, where <br />her son Daniel Spencer is currently serving. <br /> <br />2) John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, indicated that code <br />sections regarding cul-de-sacs and the required minimum 85 foot frontage at the building <br />line were missing from the Casselberry City Code. <br /> <br />(Cul-de-sac requirements are stated in the Unified Land Development Regulations, Article XIX, <br />Subdwision.) <br />
