Solomon to adopt Resolution 07- 1923, establishing the final operating millage rate at 4.541 mills for Fiscal Year 2007 - 2008. Motion was seconded by Commi&sioner Jon Miller and carried unanimously 5 - 0 by voice vote. Mayor Goff announced that the City of Casselberry has adopted a property tax rate of 4.541 mills as the [mal millage rate for Fiscal Year 2007 - 2008. This rate is 0% increase from the computed rolled-back rate of 4.541 as certified by the Seminole County Property Appraiser. B. Resolution 07-1824 - Final Operating Budget for Fiscal Year 2007-2008 - $45,792,515 The City Clerk read Resolution 07-1824 by title as follows: "A RESOLUTION OF TIlE CITY OF CASSELBERRY, FLORIDA, ADOPTING THE FINAL BUDGET FOR TIlE CITY OF CASSELBERRY FOR TIlE FISCAL YEAR COMMENCING OCTOBER 1, 2007 AND ENDING ON SEPTEMBER 30, 2008; PROVIDING FOR CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." Staff Presentation: The City Manager stated that the proposed budget that was approved at the first public hearing by the Commission on September 10, 2007 was being presented for [mal approval with no changes. The total budget is $45,792,515 with the expenditures as follows: General Fund - $20,302,482, Other Governmental Funds - $13,252,556, Utility Funds _ $12,2237,477. The budget is hased upon gross taxable value of real and personal property of $1,598,994,059. Second Reading of Ordinance 07-1219 - Amending Code 2.210, Schedule of Violations _ Increase the Fine for Violation of the Open Burning Ordinance from $50.00 to $300.000 The City Clerk read Ordinance 07-1219 by title as follows: "AN ORDINANCE OF TIlE CITY OF CASSELBERRY, FLORIDA, AMENDING SECTION 2.210, SCHEDULE OF VIOLATINS TO INCRESE TIlE PENALTY FOR VIOLATIONS OF SECTION 42-4, OPEN BURNING, PROVIDING FOR SEVERABILITY, CODIFICATION, CONFLICTS AND EFFECTIVE DATE."
