<br />City Commission Meeting <br />September 24, 2007 <br />Page 5 <br /> <br />By consensus, the Commission expressed the need for the project to move forward and <br />designated Commissioner Colleen S. Hufford as the City's liaison to work with the City Manager <br />and staff to coordinate all transportation issues related to the U.S. 17-92 corridor. Commissioner <br />Hufford will give periodic reports to the Commission with updates regarding efforts to revitalize <br />the project. <br /> <br />Audience Input: <br /> <br />I) Maryanne Sigurdson, Member of the Casselberry Chamber of Commerce Economic <br />Development Committee, spoke in support of the efforts to gain support for the flyover <br />project at U.S. 17-92 and State.Road.436 intersection and commended the Commission <br />for their efforts. <br /> <br />2) Kathy Hale, 325 Southcot, Casselberry, Florida, commended the Commission for their <br />unified efforts in moving the flyover project forward and keeping the citizens involved <br />and informed. <br /> <br />3) John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, opined that the <br />flyover project should be considered using the traffic study by DOT and not determined <br />politically. <br /> <br />9. Public Hearings <br /> <br />A. Resolution 07-1823 - Final Operating Millage Rate of 4.541 for Fiscal Year 2007-2008 <br /> <br />The City Clerk read Resolution 07-1823 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, ADOPTING THE <br />FINAL OPERATING MILLAGE RATE OF 4.541 MILLS FOR THE CITY OF <br />CASSELBERRY FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2007 AND <br />ENDING SEPTEMBER 30, 2008; ANNOUNCING THE PERCENTAGE BY WHICH THE <br />OPERATING MILLAGE EXCEEDS THE ROLLED-BACK RATE; PROVIDING FOR <br />CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." <br /> <br />Lel!al Advertisement: Resolution 07-1823 was advertised in the Orlando Sentinel on Thursday, <br />September 20, 2007 pursuant to the requirements of the "TRIM" Legislation. <br /> <br />Staff Presentation: The City Manager stated that a formal presentation was given to the City <br />Commission at the first public hearing on September 10, 2007. At that meeting, the Commission <br />approved the proposed millage rate of 4.541 mills for Fiscal Year 2007 - 2008. As stated at that <br />meeting, approval of the millage rate of 4.541 mills requires a super majority vote of the <br />Commission in accordance with the 2008 TRIM Legislation. The vote on the tentative millage at <br />the first public hearing was unanimous 5 - O. . <br /> <br />StatTRecommendation: Approval of Resolution 07-1823 adopting the millage rate of 4.541 for <br />Fiscal Year 2007 - 2009, which is 0% increase from the computed rolled back rate of 4.541.. <br /> <br />Audience Input: None <br />
