Resolution 07 -1781 - Purchase Agreement and Temporary Access License between Karen <br />Kilgannon and the City of Casselbeny - $3000 Property plus Not to Exceed $4,000 <br />Additional Expenses <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE <br />EXECUTION OF A PURCHASE AGREEMENT AND TEMPORARY ACCESS LICENSE <br />BETWEEN KAREN KILGANNON AND THE CITY OF CASSELBERRY; PROVIDING <br />FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br /> <br />Staff Report: This item requests Commission approval to enter into an agreement for the purchase ofland <br />from Karen Kilgannon to be used as additional right-of-way in the Triplet Lake Drive and U.S. Highway 17- <br />92 Intersection Improvements Project and to provide additional property improvements. In addition, <br />approval of a Temporary Access License is requested which will allow staff to begin construction activities <br />on the property prior to the closing date to purchase the property. <br /> <br />Budget Impact: The approval of this purchase agreement obligates the City to pay for all title/closing <br />services for the conveyance of the Kilgannon parcels, via Warranty Deed and Temporary Construction <br />Easement. Both entities are responsible for their own attorney's costs, if applicable. The purchase price of <br />$3,000.00 for the acquisition oftheparces, as well as the estimated expenses for the vinyl fencing, irrigation, <br />sod, and Gem Magnolia tree ($4,000.00), are to be allocated from the Capital Improvement Fund _ <br />Infrastructure Surtax Fund (#114-0710-541-63.43). <br /> <br />Recommendation: The City Manager, the City Attorney and the Public Works Director recommended <br />approval of Resolution 07-1781 and the Temporary Access License, as presented. <br /> <br />C. Resolution 07-1782 - A ward of Bid to Holloway Tree Farm and Related Budget Transfer <br />- $37,500 - Trees for City Parks - Not to Exceed $112,500.00 <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE <br />AWARD OF BID AND THE EXECUTION OF AN AGREEMENT BETWEEN THE CITY <br />OF CASSELBERRY AND HOLLOW A Y TREE FARM TO PROVIDE TREES FOR CITY <br />PARKS; PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." <br /> <br />Staff Report: Approval was requested to recognize the revenue from the Urban Forestry Hurricane Grant <br />($37,500) and accept the proposal from Holloway Tree Farm to supply trees for Secret Lake Park, <br />Anniversary Park and Plumosa Park. Holloway Tree Farm submitted the low bid for Bid P07-06 - Trees for <br />City Parks, which was determined the overall low bid by the unit price of the twenty-six (26) varieties and <br />sizes listed on the bid. <br /> <br />Budget Impact: The City received $112,500.00 from the Urban Forestry Hurricane Grant. The grant <br />provided funding of$75,000.00 for Secret Lake Park, $25,000.00 for Anniversary Park, and $12,500.00 for <br />Plumosa Park. The City Commission previously recognized the revenue for Secret Lake Park ($75,000.00). <br />Budget Transfer Request #07-34 recognizes the revenue for Anniversary Park and Plumosa Park <br />($37,500.00). The total cost of the purchase oftrees will not exceed $112,500.00. <br />
