Mr. Casselberry suggested that the <br />color of the bulbs be addressed in Ordinance 02-1046. <br /> <br />4) Colleen Hufford, 527 Queens Mirror Circle, stated she was in favor of Ordinance 02- <br />1046 as presented, noting it was recommended for approval by the Planning & Zoning <br />Commission, of which she is a member, on February 27, 2002 using the 2000 IESNA <br />handbook. Mrs. Hufford further stated she felt it was necessary that Casselberry set higher <br />standards to protect its residential neighborhoods from unnecessary lighting. <br /> <br />5) Bernard Fudim, 906 Niblick Drive, stated he was in favor of continuing Ordinance 02- <br />1046 to allow for testimony by the expert regarding the LLF. <br /> <br />No else one else came forward. Mayor Pronovost closed the public hearing. <br /> <br />Mr. Wells stated staff did not have any objections to the requested foot-candle adjustments on page 9 as <br />requested by Mr. Gorovitz, but was not supportive of the request to permit the use of LLF. Commissioner <br />Clark stated he would be supportive of a modification that would only allow the measurement of the light <br />90 or 120 days after installation rather than use ofLLF dependent on the type of bulb utilized. Discussion <br />ensued regarding amending the prohibition of the use of a LLF and LLF time frame. <br /> <br />The following minor amendments were made to Ordinance 02-1046: <br /> <br />C( 1 )(b), page 7 - The use of a LLF shall be prohibited, except that the bulb <br />manufacturer's specifications noted for the particular bulb mav be factored in the <br />calculation iu the photometric plan ifthose specifications are supplied bv the applicant <br />and if the specifications show the light loss will occur within 90 days from the date the <br />light is installed. <br /> <br />2 (a), page 9 - changed allowing no more than a maximum of 50 foot-candles with an <br />average illuminance of30 foot-candles. <br /> <br />MOTION: <br /> <br />Commissioner Sheppard moved to approve and adopt <br />Ordinance 02-1046 on second and final reading, as <br />amended. Motion was seconded by Commissioner <br />Hensou.
