<br />SECTION II. Committee Resnonsibilities. The Committee shall have the responsibility of <br />reviewing the City's existing City Charter and providing written recommendations to the City Commission <br />for modernizing the existing City Charter in order to be consistent with the eight edition of the "Model City <br />Charter" published by the National Civic League. In their review of the City Charter, the Committee shall <br />not rnake recommendations relative to changing the current form of government from the Commission- <br />Manager form, but shaIl determine what changes need to be made, ifany, to make the City's current form <br />of Commission-Manager government consistent with the provisions provided for in the eighth edition of the <br />"Model City Charter" published by the National Civic League. <br /> <br />SECTION III. Renortinl! Reauirements. The Charter Review Advisory Committee shaIl present <br />its final report and recommendations to the City Commission no later than the City Commission's first <br />meeting in March of2008, which is the meeting of March 10,2008. The City Commission, upon receipt of <br />the findings and recommendations of the Charter Review Advisory Committee, shaIl review same and <br />determine whether the existing Charter should be amended or revised. The City Commission may cause to <br />be prepared such Ordinance or Ordinances as it may deem advisable to amend or revise the existing City <br />Charter in the rnanner as provided by Chapter 166, Florida Statutes. <br /> <br />SECTION IV. Facilitator. The City shaIl enter into an agreement with the Institute ofGovemment <br />at the University of Central Florida to facilitate the Charter Review process on behaJf of the City of <br />Casselberry. The City Commission hereby approves the Letter of Agreement with the Institute of <br />Government at the University of Central Florida in the amount of$4,000 (attached hereto as Exhibit A) and <br />authorizes the Mayor to execute said agreement. <br /> <br />SECTION V. Lel!aI and Staff Assistance. The Charter Review Advisory Committee shaIl be <br />staffed by the City Clerk's Office, with participation by the City Manager and the City Attorney, as needed. <br /> <br />SECTION VI. All meetings of the Charter Review Advisory Committee shaIl be noticed and open <br />to the public as provided by Florida Law. The Committee shaIl have minutes of each meeting taken, and <br />such minutes shaIl be open to public inspection. <br /> <br />SECTION VII. Conflicts. AIl Resolutions or parts of Resolutions in conflict with any of the <br />provisions of this Resolution are hereby repealed. <br /> <br />SECTION VIII. Severability. rfany Section or portion ofa Section of this Resolution proves to <br />be invalid, unlawful, or unconstitutional, it shaIl not be held to invalidate or impair the validity, force, or <br />effect of any other Section or part of this Resolution. <br /> <br />SECTION IX. Effective Date. This Resolution shaIl become effective immediately upon its <br />passage and adoption. Upon consideration and acceptance of the findings and recommendations of the <br />Charter Review Advisory Committee by the City Commission, the Committee shaIl be deemed disbanded <br />and the Committee's existence shaIl terminate. d / . <br /> <br />PASSED and ADOPTED this /0 ~ day Of/~k7'?t.
