<br />RESOLUTION 07-1819 <br /> <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, ESTABLISHING A CHARTER REVIEW ADVISORY <br />COMMITTEE; PROVIDING FOR QUALIFICATIONS FOR MEMBERSHIP OF <br />THE COMMITTEE; ESTABLISHING RESPONSIBILITIES AND REPORTING <br />REQUIREMENTS; PROVIDING FOR A METHOD OF FACILITATION; <br />PROVIDING FOR LEGAL AND STAFF ASSISTANCE TO THE COMMITTEE; <br />PROVIDING FOR CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE. <br /> <br />WHEREAS, the City Commission deems it appropriate that a study and review of the existing City <br />Charter be conducted for the purpose of determining the advisability of amending any part or all of said <br />Charter except those parts not authorized to be amended by Jaw; and <br /> <br />WHEREAS, there has been an expression of interest among the City Officials and members of the <br />public for a review and modernization of the Charter; and <br /> <br />WHEREAS, as the "Model City Charter" as updated and published by the National Civic League <br />has provided the template for City Charters since publication of its first Model City Charter in 1899; and <br /> <br />WHEREAS, the eighth edition of the "Model City Charter" as updated and published by the <br />National Civic League in 2003, is the most current template for City Charters; and <br /> <br />WHEREAS, the Casselberry City Charter has not been reviewed for consistency with the current <br />"Model City Charter"; and <br /> <br />WHEREAS, it is the desire of the City Commission to have the current Casselberry City Charter <br />reviewed for consistency with the current "Model City Charter"; and <br /> <br />WHEREAS, the City Commission desires to provide an open, objective, and deliberative process <br />to provide ample opportunity for the public to participate in the City Charter amendment process. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, AS FOLLOWS: <br /> <br />SECTION I. Committee. A Charter Review Advisory Committee is hereby established, which <br />shaIl be an ad-hoc committee composed of ten (10) members. Each of the five (5) members of the City <br />Commission shaIl appoint two (2) members to the Committee. The appointments shaIl be announced and <br />spread upon the Minutes of the City Commission meeting at which the appointments are made. The <br />members shaIl serve for the duration of the Committee as provided herein. Any vacancy created by the <br />incapacity, resignation or otherwise of a member shaIl be fiIled at the next regular or special meeting of the <br />City Commission upon selection by the original appointing Commission Member. <br /> <br />SECTION II. Qualifications. Members of the Charter Review Advisory Committee shaIl be <br />residents of the City and shaIl remain City residents for the duration of their membership on the Committee. <br />The Mayor and Commissioners shall confirm that their appointments are willing to serve, are available to <br />attend all required meetings, and carry out the responsibilities of the Charter Review Advisory Committee <br />as provided by in this Resolution. The Appointees shaIl submit to the City Clerk prior to appointment a <br />completed Volunteer Board Appointment Application and Supplemental Questionnaire. Members of the <br />Charter Review Advisory Committee shaIl also abide by the Code of Boardman ship Policy, adopted by the <br />City Commission via Resolution 07-1783. <br />
