<br />ORDINANCE NO. 712 <br /> <br />AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, <br />AMENDING CHAPTER 65-1351, HOUSE BILL NO. 1567, LAWS OF <br />FLORIDA, 1965, AS AMENDED, BEING THE CHARTER OF THE CITY <br />OF CASSELBERRY, FLORIDA; CREATING AMENDMENTS TO THE <br />CHARTER AS PROVIDED BY CHAPTER 166, FLORIDA STATUTES <br />(1989) AND SECTION 66, CHARTER OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS FOLLOWS: ARTICLE IV, SECTION <br />10, PROVIDING THAT CITY COMMISSIONERS ELECTED ON NOVEMBER <br />6, 1990 SHALL HOLD OFFICE FOR A TERM OF THREE (3) YEARS; <br />ARTICLE IV, SECTION 10, PROVIDING THAT NO CITY <br />COMMISSIONER SHALL SERVE MORE THAN THREE (3) CONSECUTIVE <br />TERMS OF OFFICE BEGINNING WITH THE 1990 TERM; ARTICLE IV, <br />SECTION 12, PROVIDING THAT THE CITY COMMISSION SHALL <br />ANNUALLY ELECT A CHAIRMAN FROM AMONG THE CITY COMMISSION <br />MEMBERS; ARTICLE IV, SECTION 16, PROVIDING THAT CITY <br />COMMISSIONERS SHALL BE SEATED ON THE FIRST COMMISSION <br />MEETING IN NOVEMBER FOLLOWING ELECTION; ARTICLE VII, <br />SECTION 31, PROVIDING THAT CITY ELECTIONS SHALL BE HELD <br />ON THE FIRST TUESDAY IN OCTOBER PROVIDING FOR A <br />REFERENDUM OF THE ELECTORS OF THE CITY ON QUESTION OF <br />APPROVAL OF PROPOSED AMENDMENTS TO THE CHARTER AT <br />ELECTION ON NOVEMBER 5, 1991; PROVIDING FORM OF BALLOT; <br />PROVIDING FOR FILING REVISED CHARTER WITH THE FLORIDA <br />DEPARTMENT OF STATE; PROVIDING FOR EFFECTIVE DATE OF <br />CHARTER AMENDMENTS; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND EFFECTIVE DATE. <br /> <br />WHEREAS, the City Commission of the City of Casselberry, Florida, <br /> <br />pursuant to Chapter 166, Florida Statutes (1989), and Section 66, Charter of <br /> <br />the City of Casselberry, Florida, may submit to the electors of the City <br /> <br />proposed amendments to the City Charter; and <br /> <br />WHERBAS, the City Commission of the City of Casselberry, Florida, <br /> <br />desires to change the date of the regular City election from the Tuesday <br /> <br />after the first Monday in November to the first Tuesday in October; and <br />
