<br />CASSELBERRY CITY COMMISSION <br />Minutes of May 1, 2000 - Regular Meeting <br />Page 8 of 16 <br /> <br />Marilyn Crotty, Director of the Florida Institute ofGovemment, University of Central Florida, presented the <br />final report from the Strategic Planning Project. Mrs. Crotty stated the Strategic Plan contained a new vision <br />statement, organizational values, mission statement and eight (8) tiered goals. Ms. Crotty noted the report <br />submitted with the agenda materials contained a few minor scrivener errors, which she had since corrected. <br />She submitted a revised copy to the City Clerk. (A copy of the Strategic Plan is attached to and made <br />a part of these minutes.) <br /> <br />MOTION: <br /> <br />Vice Mayor Clark moved to approve and adopt <br />Resolution 00-1232. Motion was seconded by <br />Commissioner Henson. Motion carried unanimously <br />by voice vote. <br /> <br />3. FIRST READING OF ORDINANCE 00-982 - REVISED RENTAL HOUSING <br />INSPECTION ORDINANCE <br /> <br />MOTION: <br /> <br />Vice Mayor Clark moved to read Ordinance 00-982 <br />by title only. Motion was seconded by Commissioner <br />Henson. Motion carried unanimously by voice vote. <br /> <br />The City Clerk read Ordinance 00-982 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, AMENDING CHAPTER 26, ENTITLED "BUSINESSES", TO CREATE A <br />NEW ARTICLE VI ENTITLED "RENTAL HOUSING" OF THE CODE OF <br />ORDINANCES OF THE CITY OF CASSELBERRY, FLORIDA, TO (I) REQUIRE <br />ANNUAL OCCUPATIONAL LICENSES FOR RENTAL OF ALL DWELLINGS, (2) <br />REQUIRE INSPECTION OF RENTAL DWELLING UNITS ONCE EVERY THREE <br />YEARS, (3) PROVIDING THE FEE FOR SAID OCCUPATIONAL LICENSES BY <br />RESOLUTION, AND (4) PROVIDING ENFORCEMENT THROUGH THE CITY'S <br />CODE ENFORCEMENT MECHANISMS; PROVIDING FOR SEVERABILITY, <br />CODIFICATION, CONFLICTS AND EFFECTIVE DATE." <br /> <br />Mr. Wells stated Ordinance 00-982 had been revised as directed at the April 3, 2000 City Commission <br />meeting deleting requirements for potable water and septic tank inspections, and changing inspections to once <br />every three (3) years. Mr. Wells discussed an alternative approach to Ordinance 00-982, as outlined in his <br />inter-office memorandum of April 25, 2000 to Mr. ScWuckebier. (A copy of Mr. Wells April 25, 2000 <br />inter-office memorandum to Mr. Schluckebier is attached to and made a part of these minutes.) <br />Mr. Wells elaborated that if the City Commission chose to initiate the voluntary program outlined in his <br />memorandum, consideration of 1-2 additional staff personnel for the Code Enforcement Division would be <br />necessary during the upcoming Budget Workshops. <br />
