This shaU include the procurement of a <br />motorized watercraft, tkcibel meter and appropriate training and certiftcationfor staff. <br /> <br />The Water Resource Advisory Committee reviewed the matter at their February 1, 1995 meeting. The <br />Committee members were in general agreement that the problems were an issue of enforcement and would <br />keep in mind as they continue work on the Lakes Master Plan. <br /> <br />Mr. Fortini and Chief Gatch reviewed the board/committee recommendations and suggested to place a speed <br />limit on lakes according to their size, to help control excessive speed, erosion, noise, and safety, without <br />reducing use of the lake for any activity. It was determined through research that noise restrictions were <br />ineffective primarily because they were difficult to enforce on a moving object. Chief Gatch reported the <br />possibility of a personal watercraft being loaned 10 the Police Department 10 assist with patrol and enforcement <br />of the lakes, but operational difficulties would be incurred as far as maintenance of the craft and personnel <br />restrictions, Chief Gatch further stated that enforcement could be achieved from the shore with the newly <br />purchased lidar gun operated by a police officer certified to use the gun. <br /> <br />Commissioner Henson agreed with the intent of the proposed modifications and further requested that use of <br />the lakes by personal watercrafts be restricted to 9:00 a.m, to 5:30 p.m. daily. Commissioner Henson and <br />Commissioner Sheppard were not in favor at this time of procurement of a jet sid by the City for enforcement. <br /> <br />Commissioner McMullen suggested the watercraft registration fees be $4.00 for residents and $15,00 for non- <br />residents of Casselberry. <br /> <br />1) Tom Moschler, 211 NE Triplet Drive, was in favor of proposed modifications included <br />in Ordinance 95-821, and suggested that the watercraft registration fees be raised, and <br />different rates be set for residents and non-residents. Mr. Moschler also suggested <br />researching Volusia County's regulations concerning personal watercrafts in relation 10 noise. <br /> <br />2) Tony King, 171 NE Triplet Drive, was in favor of the proposed modifications included <br />in Ordinance 95-821. Mr. King stated the excessive speeds have caused erosion of the <br />shorelines and enforcement of speed and noise regulations needed to become a priority. <br /> <br />3) Ruth Riebel, 648 Northshore Circle, Member of the Water Resource Advisory <br />Committee, was in favor of the proposed watercraft procedures modifications. Mrs. Riebel <br />agreed with Mr. King's comments regarding the cause of erosion and requested that there be <br />stricter enforcement of watercraft regulations for safety reasons. <br /> <br />4) Mary Kay Adessa, 181 NE Triplet Drive, was in favor of the proposed watercraft <br />modifications and requested consistent enforcement of those modifications. <br /> <br />5) Jan Murray, 1031 Crystal Bowl Circle, Chairperson of the Parks & Recreation Board, <br />stated the Parks & Recreation Board spent a lot of time researching the matter and even <br />considered proposing limiting the number of crafts allowed in the water at one time, but felt <br />the Board's final recommendations 10 the City Commission served the best interest of all the <br />concerned parties. <br />
