The Commission directed the Administration to
inform those organizations that it is not the City's policy to give donations.

Commissioner Crocker questioned if the transmittal of the City Charter in December 1990,
without the Commission's consent was legal and valid. Mr. McIntosh stated he would issue an
opinion on the subject within the next two weeks.

Commissioner Crocker noted the illegal dumping of grass clippings behind Canterbury Circle
and asked the Administration to tend to the matter. The Commissioner also expressed a concern
about Cannon Way regarding the lack of a buffer between the shopping center and the residents.
He suggested a possible joint agreement between the City and the residents to construct a wall,
since the land owner was unwilling to do so. Mr. McIntosh advised against such an agreement.

Barbara Allen, 525 Grandview Way East, stated she recalled that the original builders of the
Casselberry Square Shopping Center said they would install a buffer of some sort between the
center and Cannon Way, back when it was still in the planning stage. Mr. McIntosh indicated
that shrubbery was planted to serve as a buffer, however, it eventually died and the City was
unable to dictate replacement since a specific convenient was not reflected in the minutes.

Debbie Sherman, 206 Cannon Way, requested that the City address the possibility of
condemnation proceedings by way of health hazards, in regards to a rodent problem caused by
the shopping center. The City Attorney indicated he would have to research the matter further
before he could offer an opinion. The Commission directed the Staff to look into the matter as
well.
