<br />Section 1. Background <br /> <br />The Comprehensive Plan for the City of Casselberry was adopted in the early 1990's. The first <br />Element of the Comprehensive Plan is the Future Land Use Element. The purpose of the Future Land Use <br />Element is the designation of future land use patterns in a manner that is supported by the data and <br />analysis, and reflected in the goals, objectives, and policies of the various City of Casselberry <br />Comprehensive Plan elements. The goals of the Future Land Use Element are to provide a quality living <br />environment for all residents, provide for a sound economic future through proper development and <br />redevelopment, and to protect and preserve the quality of the environment and natural resources. <br /> <br />Goals for the growth of the City of Casselberry are supported by several poliCies and objectives; of <br />which, several will be included later in this study. Future Land Use Policy 1.16 mandated the City to <br />conduct the Seminola Boulevard Small Area Study. This study has been conducted in two phases thus far. <br />The first study occurred in 1996 and was called the Seminola Boulevard Small Area Study (SB1). SB1 <br />analyzed the strengths and weaknesses of all the property adjacent to Seminola Boulevard that was within <br />the Casselberry city limits, from US 17/92 to Murphy Road. The second small area study was the Seminola <br />Dog Track Redevelopment Small Area Study (SB2). SB2 studied the Seminola Boulevard extension from <br />Murphy Road through the former Seminole Dog Track properties. A conceptual plan was developed for <br />future development of those properties. <br /> <br />As a result of SB1 and SB2, a third small area study has been conducted. The Seminola <br />Boulevard East Small Area Study (SBESAS - SB3) is established to provide guidelines and standards to <br />allow and promote the developmenV redevelopment of the properties along Seminola Boulevard between <br />Winter Park Drive and Murphy Road. The following document shall serve as a comprehensive analysis of <br />the SBESAS. <br /> <br />Section 1.A- Seminola Boulevard Small Area Study (SB1) <br /> <br />In 1996, the initial phase of the study was conducted. This stage is hereafter referred to as the <br />Seminola Boulevard Small Area Study (SB1) as shown in Map 1.1.
