<br />B. Public Hearings. In keeping with Section 166.041(3)(a) of the Florida Statutes <br />regarding due process, the Second Readings of all proposed Ordinances shall be held during the <br />Public Hearing segment of the agenda. The Commission will accept public input on the individual <br />items appearing on the agenda as each item is addressed by the Commission. <br /> <br />Public Hearings occur when the law (Federal, State, or Local) requires the Commission to <br />receive public input prior to making a decision. After the requirements of due process have been <br />satisfied, the presiding officer will formally close input, and action will be taken by the Commission. <br /> <br />C. Audience Participation. Input and issues from members of the audience will be <br />accepted during the time allocated on the agenda as Audience Participation. This time period is <br />designated as the opportunity for public input during the meeting regarding any item of concern or <br />interest, including those items which are presented as a part of the meeting agenda (except Public <br />Hearing items, which are addressed at the time of the Public Hearting). <br /> <br />Members of the audience who wish to present an item during Audience Participation shall <br />request recognition from the Chair, and be recognized for that purpose by the presiding officer. Each <br />person recognized for the purpose of addressing the Commission shall step forward to the podium <br />and microphone, identify himself or herself by name and address for the record, and present his or <br />her item. All remarks shall be addressed to the Commission as a body and not to anyone member <br />thereof. No person, other than the Commission and the person having the floor, shall be permitted to <br />enter into any debate or discussion, either directly or through a member ofthe Commission, without <br />the permission of the presiding officer. Each speaker will be required to follow general meeting <br />decorum, and limit discussion to the topic( s) they are presenting. <br /> <br />Persons introducing items which are lengthy in content and/or technical in nature (containing <br />many detailed points) shall be encouraged to submit such issues or items in writing the City Clerk, <br />for dissemination to the Commission according to normal distribution policies and rules. Such <br />submission shall include the name and address of the submitting person. <br /> <br />On occasion, it may be preferable for persons in the audience to present additional <br />information and/or questions regarding an item on the regular agenda at the time the particular item <br />is being presented, rather than during the Audience Participation portion of the agenda. Persons <br />desiring to address the Commission on a particular agenda item are required to identify themselves in <br />written form during the meeting and before the items is heard, presented to the City Clerk or Mayor. <br />The Mayor will make note of these requests for inclusion during the regular agenda, and will call <br />those individuals who express this desire at the beginning of the discussion on the individual item on <br />the agenda, following input and/or presentationes) by staff and affected parties. <br /> <br />D. Public Meetings. Public meetings are held to conduct City business in the view of <br />the Public. The public's right to be present atthe public meeting does not give the public the right to <br />interfere with the decision making process, disrupt the meeting, or to act as more than spectators. <br />Public inout and oarticioation is encouraged during the Audience Particioation portion ofthe agenda. <br /> <br />3 <br />
