§ 52.10 CREATION OF STORM-WATER AND LAKE <br /> <br />MANAGEMENT UTILITY~ STATEMENT OF <br />PUl{POSE. <br /> <br />There is hereby created and established in the City a stormwater and <br /> <br />lake management utility. This utility shall be responsible for the City's stormwater <br /> <br />and lake management program and shall have equal status with the other utility <br /> <br />services provided by the City. This utility is intended to acquire, own, construct, <br />equip, operate, maintain, and manage open drainageways, underground storm <br /> <br />drains, equipment, and appurtenances necessary, useful, or convenient for the <br /> <br />City's stormwater and lake management program, including maintenance, extension, <br />and reconstruction of the present stormwater management system of the City; to <br />minimize by suitable means said system's contribution to flooding; to minimize by <br />suitable means said systems adverse effect on the water quality of streams and lakes, <br />and to seek the cooperation of the State of Florida, Seminole County, and other <br /> <br />municipalities in minimizing the effects of stormwaters and other sources of <br /> <br />accelerated runoff on the water quality of surface and ground water in the City. <br /> <br />§ 52.20 DEFINITIONS. As used in this Ordinance, the following words and <br /> <br />phrases shall have the meanings indicated unless the context requires otherwise: <br /> <br />Beneficiaries of Drainage Service - All real properties <br />within the City of Casselberry which benefit by the <br />provision of maintenance, operation, and improvement of <br />the stormwater control system and lake management <br />program and all newly developed real properties which will <br />ultimately benefit from the overall City drainage system in <br />both tangible and intangible benefits. Such benefits may <br />include, but are not limited to, the provision of adequate <br />systems of collection, conveyance, detention, retention, <br />treatment, and release of stormwater, the reduction of <br />hazard to property and life resulting from stormwater <br />runoff, improvement in the general health and welfare <br />through reduction of undesirable stormwater conditions <br />and improvements to the water quality in the storm and <br />surface water system and its receiving waters. <br /> <br />3 <br /> <br /> <br />
