CASSELBERRY CITY COMMISSION <br />Minutes of April 26, 2004 - Regular Meeting <br />Page 7 of 16 <br /> <br />20) Tracy Corson, 3101 North Pine Hills Road, Orlando, stated she has been a resident of <br />the Lisa Merlin House for five (5) months and spoke in favor of Ordinance 04-1123. <br /> <br />21 ) Ed Mathieu, 405 Misty Oaks Run, stated he is the President of the Lake Griffin Estates <br />Homeowners Association and spoke in favor of Ordinance 04-1123 on behalf of the Lake <br />Griffin Estates HOA. Mr. Matthew noted the Lake Griffin HOA Board passed a resolution <br />in support of the Lisa Merlin House and the required zoning changes in February 2004. Mr. <br />Matthieu expressed concerns regarding staff's reversal of its recommendation earlier in the <br />process when the matter was before the Planning & Zoning Coinmission <br /> <br />22) Ed Bowman, 286 Lake Griffin Circle, stated he is President of the Colonial Point <br />Homeowners Association and spoke in favor of Ordinance 04-1123. Mr. Bowman stated <br />a newsletter was sent to 35 residents of Colonial Point regarding the proposed Lisa Merlin <br />House and no negative responses were received. <br /> <br />23) Judy Dodson, 8139 Josey Circle, Orlando, stated she is the Program Director of the Lisa <br />Merlin House located at 2011 Jefferson Avenue, Sanford, and spoke in favor of Ordinance <br />04-1123. <br /> <br />24) Brian Both, 629 Southkirk Drive, Winter Park, stated he is a volunteer at the Lisa Merlin <br />House and spoke in favor of Ordinance 04-1123. <br /> <br />25) Sue McCracken, 4040 Misty Morning Place, stated she is a volunteer at the Lisa Merlin <br />House and spoke in favor of Ordinance 04-1123. <br /> <br />26) Keith McCracken, 4040 Misty Morning Place, spoke in favor of Ordinance 04-1123. <br /> <br />27) Bill Cross, 336 Sandpiper Drive, spoke in favor of Ordinance 04-1123. <br /> <br />28) Jennifer Giles, 1041 New Jersey Avenue, Altamonte Springs, stated she is a former <br />resident of the Lisa Merlin House and spoke in favor of OrcFmance 04-1123. <br /> <br />29) Judy Sullivan, 1041 New Jersey Avenue, Altamonte Springs, stated she is a former <br />resident of the Lisa Merlin House and spoke in favor of Ordinance 04-1123. <br /> <br />No one else came forward. Mayor Pronovost closed the public hearing. <br /> <br />Commission Discussion: Commissioner Doemer requested Mr. Clifton to explain the change in staff's <br />recommendation regarding the subject property. Mr. Clifton stated the issue at hand was not about the <br />program run by Lisa Merlin but whether or not the land use designation would be compatible with the <br />surrounding area and in the best interest of the City. Mr. Clifton stated staff's change of recommendation <br />came from a thorough reanalysis of the current redevelopment issues in the area with one of the most <br />significant factors being the tax exempt status of the subject property which is currently zoned for <br />commercial use. Discussion ensued regarding the various potential impacts on the CRA and redevelopment <br />of the west side of U.S. Highway 17-92. <br /> <br /> <br />
