The Parks & Recreation Advisory Board rendered <br />individual recommendations consisting of two (2) members being against, two (2) members being for and <br />one (1) member offering no opinion regarding the proposed land use change. Ordinance 04-1123 was passed <br />on first reading on March 22, 2004. <br /> <br />Public Hearing: Mayor Pronovost asked if there was anyone in the audience that wished to address <br />Ordinance 04-I 123. The following individuals came forward: <br /> <br />l) Lisa Merlin, 508 Majorca Lane, Altamonte Springs, Co-Founder of the Lisa Merlin <br />House, gave a brief overview of events between the City and the Lisa Merlin House, and <br />requested approval of Ordinance 04-1123. <br /> <br />2) Maryann Skilling, Land Planning Consultant representing the Lisa Merlin House, <br />Maryann I. Skiliing & Associates, 1918 Woodward Street, Orlando, distributed copies of <br />the City's Future Land Use Map, the West Side Small Area Study Conceptual Plan and <br />Table 2-5.3 of the City Code to the City Commission. Ms. Skilling addressed the land use <br />issues relevant to Ordinance 04-1123, stating it was her opinion thc requested land use <br />designation was compatible with the surrounding area, and requested approval of Ordinance <br />04-1123. <br /> <br />3) Rita Thomas, 88 Plumosa Avenue, stated she is the owner of the subject property who <br />was in the process of selling it to the Center for Affordable Housing for use by the Lisa <br />Merlin House. Ms. Thomas spoke in favor of Ordinance 04-1123. <br /> <br />4) Bill Newman, Program Director of the Center for Affordable Housing, 2524 Park Drive, <br />Sanford, spoke in favor of Ordinance 04-1123. Mr. Newman distributed copies to the City <br />Commission of the submcipient agreement and restrictive covenant for the Lisa Merlin <br />House with Seminole County and the Center for Affordable Housing. Mr. Newman stated <br />the Center for Affordable Housing would be willing to enter into a voluntary commitment <br />agreement with the City to assure the long term use of the property as outlined in the <br />subrecipient agreement and restrictive covenant. Mrs. Reischmann inquired if the City <br />could be added as a party along with Seminole County to Section Five (5) of the restrictive <br />covenant which provides for a method of release of the covenant prior to June 30, 2020. <br />Mrs. Reischmarm stated if the City could be inserted into the restrictive covenant, there <br />would not be a need for a separate voluntary commitment agreement. Mr. Newman stated <br />he was agreeable to the request, but it would have to go through the County Attorney's <br />office for review, He suggested Mrs. Reischmann contact the County Attorney's office <br />directly with the request. <br /> <br />5) Bruce Merlin, 508 Majorca Lane, Altamonte Springs, Co-Founder of the Lisa Merlin <br />House, gave a brief overview of various accomplishments of the Lisa Merlin House and <br />responded to emails regarding the project from Pete Monaco and the City Manager. Mr. <br />Merlin distributed a packet of information regarding their land use and rezoning applications <br />with the City, the Lisa Merlin House's accomplishments and containing pictures of the <br />subject property. Mr. Merlin requested approval of Ordinance 04-1123. <br /> <br /> <br />
