ORDINANCE 19-151.1 <br />AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, <br />AMENDING ARTICLE VII "GENERAL REGULATIONS" OF THE <br />CITY'S JNIFIED LAND DEVELOPMENT REGULATIONS TO ADD <br />SECTION 2-7.34, "OXFORD PARK OVERLAY DISTRICT STANDARDS", <br />TO ESTABLISH DESIGN STANDARDS; AMENDING THE OFFICIAL <br />ZONING MAP, AS ESTABLISHED IN ARTICLE IV, SECTION 2-4.3, AS <br />AMENDED AND SUPPLEMENTED, TO INCLUDE THE PARCELS <br />DESCRIBED IN SECTION I OF THIS ORDINANCE INTO THE "OXFORD <br />PARK OVERLAY DISTRICT"; AMENDING ARTICLE XXI, SECTION 5- <br />21.2 "DEFINITION OF TERMS" TO INCLUDE VARIOUS DEFINITIONS; <br />AND PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY <br />AND EFFECTIVE DATE. <br />WHEREAS, the City of Casselberry's Comprehensive Plan, Future Land Use Objective <br />FLU 2, encourages the development and redevelopment of underutilized areas and encourages the <br />City to be flexible for underutilized parcels when redeveloping; and <br />WHEREAS, Future Land Use Policy 7.5 `Urban Design Standards' of the City's <br />Comprehensive Plan requires the City to review and compare its architectural design standards <br />with those of other similar communities to ensure use of the most modern and appropriate <br />standards for development and redevelopment throughout the City; and <br />WHEREAS, in 2013, an Oxford Road Redevelopment Plan was commissioned by <br />Seminole County, US 17-92 Community Redevelopment Agency (CRA), the City of Casselberry, <br />and MetroPlan Orlando to study the Oxford Road Corridor; and <br />WHEREAS, in May 2014, the Urban Land Institute of Central Florida convened a <br />Technical Assistance Panel to provide recommendations regarding the Oxford Road Corridor, <br />consisting of those properties adjacent to Oxford Road and including properties along Oxford Road <br />in Seminole County; and <br />WHEREAS, the Technical Assistance Panel made recommendations that were reviewed <br />by the City Commission to create uniform performance standards to incentivize redevelopment in <br />both the County and the City in the Oxford Road Corridor; and <br />WHEREAS, in July 2014, a study was completed by VHB Miller Sellen recommending <br />the creation of an Oxford Road Overlay District to create uniform design standards and incentivize <br />redevelopment along the Oxford Road Corridor, creating a "Main Street"; and <br />WHEREAS, on Tuesday, September 9, 2014, the City of Casselberry and Seminole <br />County Board of County Commissioners held a joint work session to review the two studies and <br />discuss matters relating to the Oxford Road Long Range Redevelopment Plan; and <br />
