The presentation included the following components: <br />• Master Plan Anticipated Schedule <br />• Master Plan Background <br />• Regulatory Framework <br />• Key Master Plan Components <br />Operations & Management <br />• Capital Projects <br />• Ten -Year Budget: FY2018 — FY2027 <br />• Funding — Fee Schedule <br />• Funding — Collection Method <br />Funding — Grants <br />• Community Rating System <br />• Future Tasks <br />• LMAB (Lakes Management Advisory Board) & Public Input <br />• Staff Recommendations <br />• Questions & Discussion <br />Mayor Glancy arrived in the Chambers at 3:12 p. in. <br />Discussion: Discussion ensued on various elements of the presentation and the proposed Stormwater & Lakes <br />Management Master Plan, including: <br />- Reasons for addressing update of the Plan now <br />- Funding resources and consensus on criteria for the next 10 years <br />- Water quality in various lakes, including monitoring for pollutant amounts to aid in better <br />understanding of all the water bodies that have not been previously sampled so future needs <br />can be addressed <br />- Water levels and efforts to reverse any negative effects from human actions <br />- State prioritization of water bodies with lower water quality <br />- Positive effect of street sweeping on water quality due to phosphorus and nitrogen removal <br />- Comparisons with other cities' street sweeping programs <br />- Accuracy of data and City's utilization of the State's approved calculation methods <br />- Proposal to increase managed lakes from 10 to 25 beginning Fiscal Year 2018 for which <br />funds have already been allocated in the proposed budget <br />- Personnel changes and reorganization of divisions, and funding by Stormwater vs. Water and <br />Sewer Utility Funds <br />- Proposed capital projects over the 10 -year period covered by Plan, prioritization and ranking, <br />including those identified in the current Master Plan, those recommended by staff based on <br />field experience, and those resulting from citizen requests <br />- Highlights of each proposed project mentioned in the Plan <br />- Shared responsibility for Lake Jesup and shared allocation for Lake Jesup nitrogen removal <br />projects <br />- Solutions for South Triplet Lake flooding <br />- Possibility of modifying the control structure located in Beaumont Pond in order to modify <br />the water flow before it discharges to wetlands <br />
